Logistics and security delegate in N’Djamena (Chad) (M/F/D) (Ref: 3911) At Luxembourg Red Cross

The position is based in N’Djamena and includes, depending on needs and the security situation, occasional trips to intervention sites in the Lac, Logone Oriental, Ouaddai and Sila provinces; as well as other regions as needed. The projects primarily concern the area of ​​assistance to refugee, displaced and host populations, mainly around the housing sector.

The logistics and security delegate ensures the logistics management of the mission’s various projects and contributes to security management.

Missions:

Under the responsibility and supervision of the head of mission:

  • Ensure the management of the mission’s supplies (calls for tenders, orders, stock management, supplier management, etc.) while ensuring compliance with the procedures in place.
  • Ensure the management of the mission’s vehicle fleet and equipment and logistics reporting (compilation and consolidation of all reports: narrative, stock reports, inventories, fuel consumption, etc.).
  • Ensure the establishment of a logistics chain and a responsible purchasing policy and promote staff training in logistics and safety procedures.
  • Ensure the drafting of security analyzes of intervention areas and the updating of security-related tools and monitor team movements.
  • Ensure coordination of actions with authorities and other humanitarian actors and participate in meetings essential to the proper functioning of projects (CR movement meetings, clusters, etc.).
  • Advise teams on more environmentally responsible procedures and approaches.
  • Identify the logistics skills gap in the teams (capital, sub-bases and partners) and deploy training adapted to specific needs.

Profile:

  • Training: Bac+3 level diploma or higher in the field of logistics and security.
  • Experience: At least 5 years of experience in logistics and security management. Any experience in managing projects co-financed by the EU is a serious asset.
  • Languages: Excellent oral and written command of the French language. High editorial quality is expected. Good knowledge of English desirable.
  • Computers: Excellent command of MS Office, particularly Word, Excel and Powerpoint. Mastery of tools like PowerBI is an advantage.
