General context of the project
INTERSOS has been present in the DRC since 2010. We currently work throughout the East of the country, with 4 main bases located in the capitals of the intervention provinces: Aru (Haut Uele) Bunia (Ituri), Goma (North Kivu), Bukavu (South Kivu). Goma represents the national coordination.
Our work focuses on the following areas: Protection; Nutrition and Food Security – in collaboration with UNHCR, UNICEF, UNFPA, WFP and the Humanitarian Fund.
We work with approximately 313 national and international employees, with a budget of approximately USD 6 million.
General objective of the position
The Logistics Coordinator is responsible for logistics for the INTERSOS mission in the DRC. He/she is the Logistics referent for several INTERSOS DRC bases.
He/she provides technical supervision of base and sub-base logisticians, in collaboration with Base/Project Managers.
He/she reports to the Head of Mission. He/she ensures the application of logistics policies and procedures, supply and inventory management, and fleet management for the entire mission. He/she ensures the supervision and capacity building of logisticians assigned to INTERSOS bases. He/she actively participates in discussions on project management and strategy definition.
Main responsibilities and tasks
- Ensure the implementation of INTERSOS logistics procedures;
- Ensure the management, maintenance and monitoring of equipment: car and motorcycle fleet and generators, IT fleet, communications equipment fleet and others
- Ensure the proper functioning and appropriate allocation of all means of communication: VHF radio, telephones, Thuraya.
- Produce monthly logistics reports: equipment, stock monitoring and status, inventories, vehicle and motorcycle fleet monitoring, etc.
- Organize, coordinate and supervise the reception of deliveries (by cargo or by road).
- Supervise all local purchases of goods (tender) and services.
- Ensure inventory management and monitoring: mission stock, base stock, food safety stock, mechanical stock, food stock, NFI stock, fuel stock, office consumable goods stock, etc.
- Ensure compliance with good storage practices and carry out regular and effective quality checks (maintenance, cleaning, safety, fumigation, sampling, etc.).
- Ensure the implementation of supply and inventory management procedures and the use of INTERSOS standard formats;
- Coordinate the supply and on-site delivery of any other materials and equipment necessary for the proper functioning of program activities.
- Supervise the logistics team and ensure the monitoring, maintenance and repairs of the car, motorcycle and generator fleet;
- Implement a maintenance schedule and comply with fleet maintenance and management procedures; log book, fuel book, services, equipment, etc.
- Ensure control and monitoring of consumption of consumable goods;
- Ensure the drafting of consumption reports and the calculation of car and motorcycle fleet costs;
- Ensure the management and allocation of the base’s transport resources;
- Ensure driver management; ongoing awareness of 4×4 driving, passenger and property safety, use of radios, vehicle kits;
- Ensure the daily management of all logistical aspects of the mission;
- Ensure the establishment and supervision of the maintenance of the office and all other structures as well as the maintenance of all installations.
- Ensure supervision of the activities of drivers, guards and household staff (schedule, briefing, instructions, equipment, etc.);
- Actively participate in carrying out assessments and designing new projects to meet the needs of the population affected by the crisis;
- Perform other related tasks as required by the Head of Mission;
- He/she contributes to the updating and application of security policies and annexes in collaboration with the Security Officer, the Base/Project Managers, and the Head of Mission.
- He/she liaises with the logistics team of INTERSOS donors such as UNHCR, UNICEF, WFP and others;
- He/she may represent INTERSOS with certain external contacts upon delegation from the Head of Mission.
- Ensures compliance of procedures and processes in accordance with the recommendations of lessor audits.
Required profile
Education
- Advanced university degree (Master’s degree or above) in the field of logistics management or equivalent.
Professional experience
- At least 7 years of experience in the field of logistics management with at least 5 years in an equivalent position including at least 2 international experiences.

- Experience in complex emergency situations involving internal displacement and distributions
- Good knowledge and experience in security management.
- Excellent knowledge of computers (Word, Excel and Internet)
