In Haiti, WFP and its partners provide assistance to the most vulnerable populations with a view to achieving the Zero Hunger objective. The WFP is notably involved in the implementation of a school canteen program, which constitutes the largest food safety net in the country, as well as in resilience, social protection, nutrition, emergency preparedness and response activities.
MAIN POSITION RESPONSIBILITIES:
Under the general supervision of the Director and under the direct supervision of the Head of Supply Chain, the Logistics Assistant provides technical assistance to plan, monitor and analyze the financial performance of projects efficiently in order to optimize the use of financial resources.
- Participate in the review of budget proposals as well as the monitoring and analysis of the financial performance of projects and make recommendations in accordance with WFP financial policies and procedures and best practices, in order to support financial analysis and resource optimization.
- Provide basic analysis of fund balances and donations and communicate discrepancies to the line manager, in order to contribute to the optimization of resources and facilitate decision-making.
- Contribute to the management of supply chains to ensure efficient monitoring to avoid supply disruptions, remedy them if necessary and maximize operational efficiency.
- Verify in a timely manner that data in internal systems is accurate to facilitate access to information and support planning and decision-making.
- Aggregates data and provides basic analysis, manages records and files accurately and prepares periodic and ad hoc reports for subsequent review, to ensure accuracy and efficiency of information presented to internal and external stakeholders.
- Liaise with certain individuals regarding matters relating to the management of project funds and related procedures to clarify possible anomalies and optimize the use of resources.
- Provide guidance and provide in-service training to staff in the areas of budget planning, funds management and operational planning, to contribute to continuing education and harmonization of services provided.
- Apply standard emergency preparedness practices to verify that WFP is able to respond quickly and deploy necessary resources to affected areas at the onset of crises.
- Supervision and training of staff dedicated to invoicing.
- Coordination with other units in the office as well as sub-offices.
- Perform any other tasks requested by supervisors.
DELIVERABLES AT THE END OF THE CONTRACT
- Collects relevant technical data from various sources and analyzes it to forecast operational needs by considering different scenarios and make proposals based on factual data
- Provide fund management performance reports
- Prepare SC Matrix, FTC reports and any other reports related to fund management
- Regular monitoring of different funds
- Have initiative to deal with unexpected problems while seeking direction and reporting to supervisor when necessary

QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Completion of secondary education. A post-secondary certificate in the functional area considered is desirable.
Experience:

- Experience with internal systems used to track current shipments, supplies, claims and food inventory.
- Experience in data analysis and financial reporting.
- Experience in evaluating the results achieved by service providers against defined key performance indicators.
- Experience in assisting in the preparation of contractual documents.
- Experience providing technical assistance in fund management.
