Doctors of the World, a militant medical association for international solidarity, has been committed for 40 years to caring for the most vulnerable populations here and abroad, to bearing witness to the barriers identified regarding access to health care and to obtaining sustainable improvements in health policies for all.
As an independent association, we act beyond healthcare, denouncing violations of dignity and human rights and working to improve the situation of populations in precarious situations.
In France and in 30 countries around the world, our actions aim to facilitate access to health care through 6 priority areas:
- Sexual and reproductive health and rights (SRHR)
- Rights and health of migrants in exile
- Risk reduction
- Environmental health
- Health systems
- Humanitarian spaces
In Colombia, MdM has been working since 1987 to help the most vulnerable population have effective access to health services. MdM works in remote communities in the Pacific departments of Colombia, as well as in the Darien jungle.
The projects are currently implemented through 6 operational bases in the most complex areas of Colombia and the Panamanian Darien. MdM teams provide emergency services to populations in remote areas of the country controlled by one or more illegal armed groups. These areas are ravaged by the violence of an increasingly complex armed conflict, and with geographical barriers typical of areas with few access routes and a shortage of services.
MdM has teams pre-positioned in 4 departments of the country, but we are also part of the Intersectoral Emergency Response Mechanism – MIRE+ that is deployed throughout the country according to the humanitarian alerts of the moment and in less than 72 hours.
MdM works in Colombia with short-term humanitarian aid financing. In some projects with local partners, in other projects in consortium.
While MdM is recognized in Colombia for its dedication and effectiveness in humanitarian action and support for the rights of the most vulnerable populations, this work presents a constant challenge, both due to the multiplicity of bases, the complexity of access to the work area, and the profiles of our activities.
The logistical challenges are greater and require multiple capacities of coordination, techniques, resistance to stress, adaptation and dynamism.
MAIN RESPONSIBILITIES:
Under the responsibility of the general coordinator, his/her objectives are to define, plan and implement all the technical supply and logistics activities of the mission. He/she is responsible for leading and managing the logistics team (five people), strengthening cohesion and motivation and coordinating with the other areas and the field coordinators.
Their main responsibilities are:
Supply chain, purchase order and daily logistics management
- Plan mission purchases and deliveries
- Ensure compliance with MdM purchasing procedures
- Participate in the preparation and updating of supplier lists
- Manage customs clearance
- Ensure tracking and monitoring of purchases
- Ensure reporting of logistics activities
- Ensure the logistical response in health structures based on needs
Stock management / storage
- Monitor monthly inventories
- Ensure compliance with MdM stock management procedures
- Supervise the regular maintenance and proper use of the different equipment
- Propose the reallocation of pending material at the end of the projects
Computer park and communication systems
- Ensuring the needs of the IT and media park
- Ensure that a backup and data protection strategy is in place
- Ensure the proper functioning and use of communication material
Vehicles and motorized fleet
- Coordinate maintenance, monitoring and repair of mission vehicles
- Ensure compliance with vehicle management procedures
- Ensure driver training in driving rules
Team management
- Conduct performance evaluations and review job profiles of logistics staff
- Training and strengthening the capabilities of logisticians
- Participate in the recruitment of logistics personnel
Security
- Support in updating the logistics component of the security plan
- Participate in regular safety watches and safety meetings
- Contribute to ensuring the understanding and application of safety rules and the proper use of equipment
- Support in monitoring the movements of vehicles and equipment
- Ensuring the safety of MdM bases and structures
Communication, reporting and capitalization
- Participate in the coordination team meetings
- Prepare a monthly report on the activities of the logistics department
- Provide support on logistical issues in the context of drafting reports and project proposals to donors
- Ensure the development, correct use and monitoring of the tools, guides and procedures of the logistics department
- Represent MdM in external meetings
Required profile
- Master’s degree in supply or humanitarian logistics minimum
- Training in international cooperation, humanitarian action, project management
- At least three years in a similar position in an international NGO
- Previous experience in project planning, budget management, proposal and report writing
- Management of multi-sector or multi-grant programming
- Significant experience in team management
- Knowledge of the region
- Significant experience in management and logistics coordination of humanitarian projects in volatile security contexts valued
- Proven experience in supply and supplier relations
- Good writing skills and knowledge of donor purchasing procedures
- Languages: Spanish essential and English and/or French essential
- Good command of Excel, Word, PowerPoint, Teams, Sharepoint, Internet
- You share the values and activism of Doctors of the World
Conditions of employment
- Start date: March 1, 2025
- Contract duration: 12 months
- The position will be based in Bogota, Colombia. It may include occasional travel to the regions where we carry out project activities at a national level.
- Salary: 3,306 euros gross monthly salary for 13 months
- Expatriation bonus (10% gross salary per month)
- Individual housing subsidy (COP 4,176,056)
