Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.

POSITION SUMMARY:

Project HOPE is seeking a Logistics Manager to join the Gaza Humanitarian Response. The primary responsibility of the Logistics Manager is to provide operational support structure, committed to provide reliable and timely program activities support in order to achieve efficient services to our beneficiaries. The Logistics Manager is responsible for, and accountable for, the delivery of all logistics and supply chain related activities in accordance with Project HOPE’s Logistics policies and procedures. Additionally, they will provide the technical oversight, input and supervision to coordinate the staff support to, delivery of, and implementation of, all logistics support systems according to Project HOPE’s Logistics policies and procedures.

This position will be based in Gaza. Successful candidate must be able to travel through Israel to the post position.

PRINCIPAL RESPONSIBILITIES

  • Foster collaborative coordination among all actors, including field missions, service centers, offices away from headquarters, headquarters divisions and services on issues pertaining to development of and compliance with supply chain operational guidance.
  • Identify, collect, assess, and integrate regulatory compliance requirements into supply chain processes, policies and business rules, and initiate reviews to ensure relevancy and validity of the existing supply chain guidance.
  • Maintain repository of all organizational supply chain operational guidance; ensures personnel are aware of and take steps to comply with relevant rules and regulations; monitors, assesses and develops mitigation strategies for risks associated with non-compliance.
  • Provide effective and timely planning, oversight, management and coordination of logistics support operations and projects. Ensure effective and timely provision and coordination of diverse logistics support requirements.
  • Integrate and monitors the implementation of logistics support plans at all field missions; support the establishment of mission specific supply chain operational guidance and provides expert advice on the implementation of integrated supply chain strategies for the field.
  • Coordinate field requests for assistance with relevant departments.
  • Develop policy and procedures documentation for field logistics support; provide substantive inputs to the preparation of position papers and reports to policy-making organs.
  • Plan and co-ordinate logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations.
  • Provide effective management and successful coordination of logistics support activities.
  • Ensure the monitoring of Headquarters and field policy on materials and personnel movement operations.
  • Ensure that logistics requirements take account of gender-specific needs.
  • Develop plans and procedures for assessing material, staff and their movements, planning and costing of operational budgets.
  • Coordinate and direct a team of staff and/or mentor and supervise the work of new/junior officers.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree Social Work, Gender related studies, Psychosocial or Psychology studies or related area.
  • Two years minimum in a similar social job; experience with other NGOs, desirable.
  • Understanding of mental health and protection sector program design in humanitarian environments.
  • Community experience working with vulnerable populations on psychosocial interventions.
  • Experience in social services departments (NGOs, Governmental organizations).
  • Psychosocial support techniques knowledge.
  • Knowledge of and ability to develop/adapt and deliver PSS trainings and curriculum.
  • Strong interpersonal skills and commitment to humanitarian principles.
  • Flexibility and Adaptability: Adapts to changes in work environment.
  • Strong written and oral communication skills.
  • Teamwork and cooperation and can cope with stressful workload.
  • Fluent knowledge of English and of local language (Arabic).
  • Essential computer literacy (word, excel and internet).

  • This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
  • Position will be in resource-deprived environment with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
