Logistics Manager Mozambique at Norwegian Refugee Council

The purpose of the Logistic Manager is to be responsible that the logistic set up is according to NRC standard and to support programme/project implementation.

Responsibilities

  1. Ensure that country set up is compliant with the Logistics Handbook, NRC policies and donor requirements.
  2. Implement NRC’s logistics systems and procedures.
  3. Training and support of line managers and staff with logistical responsibilities.
  4. Management of the logistics team.
  5. Ensure anti-corruption focus in procedures and trainings.
  6. Establish filing systems/archives according to NRC standards in all offices.
  7. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.
  8. Provide regular analysis and reports.
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  1. Provide an enabling environment for the implementation of cash-based interventions, through working across programme and support teams and the development of relevant guidance and SOPs.
  2. Contribute to the identification of opportunities to implement cash-based interventions and market based programmes by participating in assessments and response analysis discussions.
  3. Development of formalized in country logistics policy documentation in line with NRC Global procedures.
  4. Plan and implement logistics’ strategic objectives in line with NRC Mozambique strategy and global NRC objectives.
  5. Review and improve logistics’ structure to improve performance and cost efficiency.
  6. Collects, compiles, analyzes, investigates, researches, or applies logistics data and information.
  7. Develops, modifies, prepares or validates documentation in relation to automated logistics or maintenance data reporting systems and management information systems.
  8. Lead on market surveys in light of NRC program’s need to improve implementation with a continuous review and improvement of local framework agreements.
  9. Close and regular communication, coordination and planning with all logistics and program head of NRC AO.
  10. Directly assisting and contributing to program and project design, including budget development.

Professional competencies:

  • Minimum 3 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Knowledge and skills in market assessments, analysis and cash-based interventions
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English , both written and verbal.
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Mozambique
  • Experience in a start-up humanitarian set up
  • Knowledge of Portuguese is an advantage.

Additional Details:

Duty Station: Pemba , Cabo Delgado, Mozambique

Type of Contract: 24 months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 50%

Language: Fluency in English and Portuguese is highly desired!
