DUTY STATION:

The work location for the consultancy will be Chisinau, Moldova with possible trips into Ukraine and Bucharest, Romania. Any domestic or international travel required by Medical Teams to complete activities in the consultancy, as agreed in the work plan, will be paid by Medical Teams.

OVERALL PURPOSE:

Responsible for leading the Medical Teams International Ukraine Response logistics and procurement function in Moldova and Ukraine.

SCOPE OF WORK:

Expectations for this short-term contract are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in a remote location, with possible need to travel to program sites and other locations, at a minimum between 25 April 2022 to 24 May 2022.

The consultant will serve in the role of Logistics Manager for a minimum duration of 1 month to 3 months (with expected hours per week of 40 hours or more). The consultant will be flexible, able to manage time; and, be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.

The goal of the Logistics Manager is to is to provide logistics support to the Medical Teams Ukraine regional response initially based in Chisinau, Moldavia. The Logistics Manager Consultant will be responsible to Betsy Baldwin, Director of Humanitarian Response.

SPECIFIC ACTIVITIES:

  • The Logistics Manager will provide logistics and procurement surge support in Chisinau, Moldova for the receipt of upstream supply of drugs and non-medical supplies to facilitate operations in Moldova, and in some cases onward transport to Ukraine.
  • This position will also provide leadership to locally hired logistics and procurement staff, coordinating managing of local procurements, arranging onward transportation and coordination of shipments to and from Moldova.
  • This role will be responsible for managing (either via own staff or 3rd party) warehouse operations and oversee effectively inventory management of drugs and other commodities.
  • This role will facilitate scale up of program with all logistics needs.
  • Remote and in-person cross border operational support, specifically in relation to smooth transiting and/or dispatching of items into Ukraine as required.
  • This position will ensure appropriate procurement tracking and monitoring of stock levels occurs, following Medical Teams Supply Chain procedures, communicating regularly with HQ the Tean Lead and Emergency Medical Coordinator.
  • Works with Team Lead and Security focal point to ensure there are vehicles available to facilitate required movements.
  • Ensure asset and equipment trackers are maintained.
  • Provide support to Moldova based procurement needs.

DELIVERABLES:

  • Logistics Manager will ensure drug and medical supply procurement in Moldova and Romania (where necessary) is cost-effective, reliable and meeting the needs of Medical Teams programming. Ensure the warehouse and stock management staff are in place to manage stock and replacement orders.
  • Ensure the office is set up with needed supplies and equipment, and appropriate staff accommodation is identified and managed.
  • Identification and contracting of necessary transport, warehousing and distribution for goods and staff.
  • Refresher training of Chisinau and other Moldova based staff on Medical Teams logistics procedures and guidelines
  • Work with Team Lead and Medical Coordinator to map out procurement plan for the coming 6 months
  • Collaborate with the Global Logistics teams response focal point on upstream pipeline activities
  • Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection, and Employee Code of Conduct policies.

CONSULTANT QUALIFICATIONS:

  • Minimum 6-8 years experience as a logistics coordinator or manager or similar role at field implementation level
  • Minimum three years experience in insecure environments in the humanitarian space
  • Completion of a Hostile Environment Awareness Training.
  • Experience of setting up and managing logistics in humanitarian emergency settings
  • Experience in pharmaceutical procurement and stock management.
  • Understanding of international importation and customs clearance procedures
  • Experience in working with and coordinating with local supply chain authorities and coordination agencies.
  • Experience in procurement planning and executing tender processes
  • Ability to represent the organization in a professional manner to logistics cluster, staff and authorities.
  • Ability to work collaboratively with others.
  • Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues.
  • Valid Passport.
  • Ability to support and follow code of conduct, program accountability, and safeguarding standards.
  • Excellent Written and Verbal Communication in English, Russian or Ukrainian is desirable.

Preferred, but not required.

  • Masters level degree in Supply Chain Management, Logistics or related fields.
  • Previous HEAT course facilitation experience.
