Logistics Officer – General Facility & Supply Chain Dadaab ( National Position ) At Handicap International – Humanity & Inclusion

THE POSITION

Under the supervision of the Logistics Manager , the Logistics Officer General Facility & Supply Chain is responsible for the general facility and supply chain management at the field station. He/she will have to create and maintain an environment which prevents sexual exploitation and abuse and promotes the implementation of the code of conduct.

S/he will be responsible for

1. Follow up the Field Site Office procurement organization

  • Involving in setting procurement plan setting in collaboration with Log Manager and project Staffs
  • Supporting Logistics Manager to analyze the local market and keep an up-to-date database of local suppliers that satisfy the association’s criteria (quality, price, service, ethics) and needs
  • Organizing local procurement process according authorized PSR in line with HI Purchasing procedure within accountability, transparency

2. Carrying out or ensuring correct management of warehouse dedicated to store equipment’s and items for the operation at Field Office level

  • Following up the identification of stock need in collaboration with project manager, and Logistic Manager to prepare PSR for operation kits and consumable replacement need
  • Following up and update the Stock cards in according receiving or releasing stock movement
  • Updating monthly stock report base on Stock Card and transmitted to Logistic Manager

3. Organization of Fleet / vehicles and of any other means of transport in term of

allocation, use and maintenance management at Field Site Office level

  • Receiving and following up the Travel and Event Form Request (TEF)
  • Following the management of vehicles and other means of transport rules and regulate
  • Following up the booking & Scheduling of Vehicle, Flight and other means of transport**

4. Following up the organization of HI equipment, use and maintenance Field Site office level

  • Organize the equipment allocation in collaboration with Logistic Manager
  • Identifying and suggesting adapted equipment to the logistics manager

5. Organization of premises supply / services and facilities (Office, staff accommodation, storage facilities, vehicle parking) at Sub base Office level**

  • Seeking and identification of any potential premises (accommodation, Office and Storage)
  • Carrying out the fitting out, servicing and maintenance of the premises

6. Following up the on organization of HI equipment, use and maintenance field site office level**

  • Seeking and identification of any potential premises (accommodation, Office and Storage)
  • Carry out the fitting out, servicing and maintenance of the premises

5. Respect of HI identity, rules and policies

Qualifications and skills required:

Essential.

Education :

  • At least a Diploma in Supply Chain Management, Logistics, Business Management or equivalent
  • Professional qualification in commercial purchasing–supply standards, CPSP, CIPS or equivalent
  • Must be a duly registered and licensed member of KISM and in good standing

Experiences:

  • Minimum of 5 years working experience in an INGO environment facilitating development projects at a local and community level.

Professional Skills

  • Knowledge on local market and ability of negotiation
  • Legal knowledge of civil and commercial law (contracts)
  • Good computer operating skills (excel + word)
  • Knowledge on stock / Technical organization and procedure
  • Knowledge on general warehousing mechanism
  • Knowledge of procedure of material or service requisition
  • Practical driving experience (min. 3 years)
