Duration of Contract: 1-year fixed-term contract (with the possibility of renewal based on needs and performance).

Objective:

Logistics Site Manager 2 is in charge of logistics activities within Mosul Sub-Delegation. S/he ensures that logistics systems are in place and operational and provides technical and operational support on collaborating planning, customer service and order management, procurement, stock management, Fleet management and reporting, by the ICRC’s logistics manual and standard procedures.

Main duties and responsibilities:

  • Sets up, adapts and maintains infrastructure according to needs, in collaboration with the Logistics Country Manager.
  • Is responsible for implementing logistics procedures on-site in respect of ICRC LOG Division Strategy and IQ logistics priorities for the delegation.
  • Is responsible of the respect and the implementation of the Logistics part of the Financial rules of the delegation.
  • Ensures the Log team’s knowledge and proper use of the general ICRC IT tools and specialized logistics IT tools (IRIS, JDE, ProFiles, FWC, etc.).
  • Insure the Log Teams knowledge of the LOG Portal information including the Log Manual and all procedures and best practises.
  • Oversees and coordinates narrative and statistical reporting (Mostly data from Tableau / Log Dashboards), queries and inventories (Medical, Fleet, Hygienics items, etc.).
  • Monitor and report on storage condition of the medical items to the National Pharmacist.
  • Manages supply-chain requests (SRs) and ensures they are treated in a timely fashion; supervises the customer desk service (Supply Chain Officer) and insure the proper treatment, follow-up of requests and feedback to Customers. Ensures collaborative demand planning (CDP) is carried out with all departments; ensures information is shared upstream with the Demand Planner, Supply Chain Coordinator and Logistics Country Manager.
  • Plans and oversees procurement activities (purchase orders, supplier files, sourcing, etc.) and team (Buyers).
  • Sets up, operates and manages the storages rooms and manages stock inventory.
  • Is in charge of fleet management and Fleet team (Car dispatchers, drivers, mechanics), transport and distribution activities.
  • Follows up the upstream supply pipeline with the Supply Chain Planners (Medical and non-medical) and the Supply Chain Coordinator.
  • Is in charge of capacity-building and HR-related matters for logistics on site, as he\she will Manages 20-30 Staff, and Manages a fleet of 20-30 Vehicles.
  • Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the Logistics Risk and Control Matrix.

Qualifications & Preferred Skills

Education and Professional Experience required:

  • Bachelor’s or technical degree in Engineering, Supply chain and logistics, Business Administration, or equivalent.
  • Excellent command (spoken and written) of English and Arabic. (language proficiency will be tested)
  • Demonstrated Computer proficiency and knowledge of ERP and CRM specialized software such as Oracle JD Edwards, SAP, World Business solution or similar.
  • Minimum 2 years’ experience in mid-senior Logistics Management positions and total of 4-6 years’ experience in humanitarian, commercial or military logistics.
  • Project planning and budget drafting skills
  • Good knowledge in Contract Management and understanding of Iraqi Labour and Commercial laws.
  • Experience in communicating and working with a wide range of people, including people of culturally diverse backgrounds.
  • Good communication, interpersonal and organizational skills.
  • Team Player.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Personal commitment, efficiency, flexibility and drive for results.
  • Proficiency in Microsoft Office Suite applications.
