JOB OBJECTIVES:

Reporting to the Logistics Specialist Manager, you, as a Logistics Specialist, are responsible for business integration and skills development in the logistics business sector in the field. You support the quality of logistics management on the programs you follow, which can go as far as substitution. You are a key partner in the development of social missions and recognized for your added value to the programs. You lead the Logistics business network by providing business training, developing opportunities for peer exchanges and play a coaching role for all the Regional Logistics Managers (RLM) / Country Logistics Managers (CLM) that you support.

In this context, your main responsibilities will be:

1) Development and strengthening of the logistical capacities and skills of the programs

– Contribute to the development and deployment of Logistics standards including LINK

– Act as a mentor to logistics managers and support programs in resolving problems

– Lead regular training sessions (Headquarters and programs) through the animation of a community of practice

– Assess whether the skills required of logistics managers meet expectations.

– Contribute to the dissemination of donor compliance rules (under the authority of the DFI)

– Contribute to the recruitment of logistics managers and develop the business sector and talent pool

– Be thematically responsible for cross-functional logistics files (supply chain & general services, operational activities, etc.)

2) Strategy and management

– Support the Regional/Country Logistics Manager (RLM/CLM) in monitoring the logistics risk mapping of the countries in their portfolio and assist them in developing corrective and mitigation action plans

– Carry out logistics diagnostic missions when necessary which could lead to alerts.

– Support and advise the RLM/CLM in the development of the Logistics Strategy of the Operational Strategy, the related logistics action plans by program, and the associated indicators (ensures the relevance of the indicators put in place)

– Based on the program’s logistics dashboard (indicators from the Operational Strategy and indicators common to all programs), identify any deviations and gaps from the objectives set. Analyze the data contained in the tools and support the RLM/CLM in identifying and managing corrective actions and communicate the results to the Program Director (N+1).

3) Compliance control and optimization of programs (control tower)

– Collect key performance indicators and provide analysis to programs and geographic management

– Analyze the logistical risks of programs (fraud, theft/embezzlement, corruption, non-compliance, favoritism, accidents)

– Alert the Logistics Director or other relevant departments in case of discrepancies and recommend corrective measures.

– Ensure monitoring of the logistics department’s action plan.

– Ensure an adequate control mechanism for programs on supply management

– Regularly carry out logistics quality audits/checks on programs and in the event of identified problems.

– Ensure supplier screening

– Be responsible for monitoring and processing Navex alerts within its scope of intervention as a business referent.

4) Standards and Accountability

– Participate in the instruction and production of logistics frameworks and, if necessary, their revision.

– May be responsible for the deployment and contextualization of logistics projects within its scope based on the framework provided by the logistics director, lead the deployment with the RLM/CLM on the program and ensure monitoring and compliance with established schedules.

– Advise the RLM/CLM on the program organization chart and team composition in line with HI organizational standards (business lines, classification, organizational principles)

– Advise the RLM/CLM on the application and compliance with logistics policy and standards and ensure their proper implementation in the programs.

– Support the RLM/CLM in the deployment of the Anti-Fraud and Corruption Policy, Anti-Terrorism Measures and Regulations, the Environmental Agenda and the Framework for Protection against Abuse of Beneficiaries, Communities and HI Staff on their Programs

5) Preparation and response to contextual emergencies and crises

– Ensure the implementation of the program’s emergency preparedness actions through team training and, during an emergency, adapt its working methods in order to contribute to an effective humanitarian response from HI.

ACCESSIBILITY OF THE WORKPLACE:

The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.

Profile

– You have at least 2 years of experience in a logistics coordination/management position or similar in the field of emergency or post-emergency aid;

– You have strong experience in emergency contexts

– You have experience in developing humanitarian intervention strategies

– You are able to work remotely, including capacity building and deployment;

– You have very good interpersonal skills, are organized and a good teacher.

– You have a perfect command of French and English
