The United Nations World Food Program Madagascar (UN/PAM) as part of the implementation of its Country Strategic Plan, is seeking the services of a Storekeeper for the needs of its Field Office in Tulear.

WFP’S MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with State institutions, Non-Governmental Organizations (NGOs) and partners of the United Nations System, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to other regions of Madagascar.

ORGANIZATIONAL CONTEXT

These positions are to be filled in WFP warehouses. The incumbents report to the Warehouse Management Assistant. At this level, the incumbents of the relevant jobs generally work in large WFP warehouses where a large number of complex warehousing operations are carried out, and must operate with a high degree of autonomy. They supervise several members of the support staff to manage the warehouses efficiently.

TASKS AND RESPONSIBILITIES

Under the direct supervision of the Warehouse Manager of the Field Office, and under the general supervision of the Field Office Manager, the Storekeeper will be responsible for the following tasks at the PAM office in Tulear:

  • Coordinate and/or ensure the receipt and dispatch of goods, including their transshipment (between trucks) and refer to approved official documents (waybills, delivery notes, etc.) to ensure accurate counting physical condition of the goods, in particular by verifying that the quality complies with established standards.
  • Review, verify and validate warehousing and transportation documents and ensure the proper management of confidential files as well as data on warehousing operations, in order to promptly prepare reports on product movements in accordance with the requirements of the PAM.
  • Perform daily, upon warehouse closure, stock reconciliations and verifications contributing to internal control systems, in accordance with warehouse management requirements.
  • Perform daily inspections and report on quantity and quality of goods received/sent and handled, promptly detect and analyze reasons for inventory discrepancies or damage, investigate missing quantities and report on warehouse losses by recommending appropriate solutions, in order to enable informed decision-making.
  • Assist in carrying out regular physical inventory of stock to ensure compliance with IPSAS and standard operational requirements.
  • Apply appropriate food and non-food item protection measures to ensure quality control using standard prevention measures in accordance with established WFP procedures.
  • Monitor the condition of the warehouse and goods and take appropriate action to help plan storage space efficiently and store goods methodically in accordance with WFP standards.
  • Supervise, provide direction and on-the-job training to warehouse personnel to help them improve and be efficient.
  • Carry out any other tasks within the framework of this operation deemed useful and entrusted by the WFP hierarchy.

MINIMUM QUALIFICATIONS REQUIRED

Completion of secondary education. A post-secondary certificate in the functional area considered is desirable.

  • Have at least 5 years of practical experience in logistics or supply chain
  • A post-secondary certificate in the field of logistics is desirable

REQUIRED EXPERIENCES

  • Experience with logistics databases used to track current shipments, supplies, claims and food inventory.
  • Experience in data analysis (on goods, funds, etc.) and reporting.
  • Experience in evaluating the results achieved by service providers against defined key performance indicators.
  • Experience in assisting in the preparation of contractual documents.
  • Experience providing technical assistance with the use of internal systems.

OTHER SKILLS AND KNOWLEDGE

  • Excellent written and oral communication in French with the ability to produce quality reports for the various WFP logistics activities.
  • Having an advanced level of French (level C) is essential for the performance of your duties. An intermediate level of English (level B) is desirable.
  • Proficiency with computer tools (MS Word, MS Excel, Internet, etc.) is essential.
