We are looking to bring on board a Malaria Technical Officer to provide technical oversight and leadership of all activities undertaken in the country’s program, including malaria prevention, diagnosis, and treatment interventions, while ensuring the quality of the implementation and results of these processes. The Technical Officer will serve as the MCDI supervisor of two MCDI Malaria Quality Improvement Advisors and three MCDI Malaria Quality Assurance and Operations Managers on the PUMRA team. The Technical Officer will also oversee vector control activities, such as supporting distribution of ITNs and the identification and destruction of mosquito breeding sites. Additionally, the Technical Officer will assist the Home Office with the introduction of innovations such as digitized malaria microscopy images. The Technical Officer will also contribute to the international division’s new business development and organizational reform efforts.

The successful candidate will bring superior experience in malaria program management, staff training and mentorship, data analysis, and familiarity with USAID grants and contracts management. The ideal candidate is a self-motivated, reliable, innovative, and collaborative leader and problem-solver who practices and upholds the highest ethical research and care standards. Thus, the candidate must be open to technical and financial management audits and inspections.

Knowledge, Qualifications and Skills:

  • Professional degree in medicine or laboratory sciences, or equivalent (biology, microbiology, etc.);
  • Significant senior-level experience in technical assistance, capacity building and/or project management in malaria or other public health programs; experience with providing technical assistance to National Malaria Control Divisions (NCMD) or Programs in Uganda or elsewhere preferred;
  • Training and senior-level supervisory experience as it pertains to malaria diagnostics, clinical management, data analysis, and/or malaria prevention;
  • Experience preparing technical reports, work schedules, budgets, and other related documents;
  • Experience in Quality Assurance, Quality Improvement, and/or research experience in public health and/or malaria is a plus; good relations with local research entities is an advantage;
  • Ability to work in a team to address requests from a broad spectrum of stakeholders, including the Home Office, partners, etc., and develop and present appropriate resolutions to same;
  • Excellent verbal and written communication skills in local languages and basic English; and

High proficiency in MS Office Suite and database management with the ability to successfully manage time, deadlines, and multiple tasks.
