Solidarités International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for over 40 years in covering vital needs, it supports emergency and then reconstruction programs.

The Solidarités International (SI) project in France helps people in precarious situations living in precarious housing sites (such as shanty towns or squats) around Toulouse, Lille, Nantes, Marseille as well as in Ile-de-France and Mayotte. The difficulties of the target populations are characterized by the barriers they encounter in accessing essential services (in particular cleaning and hygiene products as well as access to water) and by severely degraded housing conditions that do not allow for decent living conditions due to a very degraded environment. SI meets the needs of the targeted populations by installing infrastructure for access to drinking water, sanitation infrastructure and the distribution of hygiene kits.

THE MISSION

SI has been present in Mali since 2012. SI has already implemented projects in food security, livelihoods, Water, Hygiene and Sanitation for populations affected by successive shocks: pastoral, agricultural, climatic or security. With a view to a double nexus, SI has the potential to intervene in both emergency humanitarian actions and development actions.
This year 2024, the overall reduction in funding for the humanitarian sector has led to the closure of two bases (Goundam in the Timbuktu region and Niono in the Segou region). SI now has two operational bases (the coordination base in Bamako and Mopti). To date, SI manages the activities of the project to Strengthen the Early Warning System and the resilience of populations affected by multi-risk shocks in the districts of Niafunké, Timbuktu, Goundam, Rharous, Mopti and Djenné. A project funded by ECHO.
Although the overall reduction in funding for the humanitarian sector continues to increase in Mali, SI remains optimistic and continues humanitarian monitoring throughout the country and continues to maintain good relations with donors.

DESCRIPTION OF THE OFFER

BASE TEAM SIZING / COORDINATION

Base: 1 Activity Manager and two team leaders at the Mopti base

GENERAL OBJECTIVE OF THE POSITION (max 800 characters)

Develop the Solidarités International strategy, by proposing sectoral strategies for all activities.
Guarantee the quality and relevance of technical approaches and ensure the adequacy between activities, general IS objectives and the needs of populations and propose the necessary adjustments.
Coordinate the project cycle and more particularly the operational monitoring of programs.
Contribute to the process of capitalizing on and improving IS methods and techniques.
Provide a global vision, leadership and advice to Consortium partners.
Strengthen the Early Warning System and the resilience of populations affected by multi-risk shocks in the districts of Niafunké, Timbuktu, Goundam, Rharous, Mopti, Djenné.
Act as a link between current and potential donors, consortium partners, state partners and stakeholders.

SPECIFIC ISSUES AND CHALLENGES

Volatile security context/Interim DP-CT/Strengthening, support and loyalty of the reduced field program team/Writing of proposals and donor relations//strengthening social cohesion.

PRIORITIES FOR THE FIRST 2-3 MONTHS

Take the lead in monitoring and coordinating the start-up of activities for the project to strengthen the Early Warning System and the resilience of populations affected by multi-risk shocks in the districts of Niafunké, Timbuktu, Goundam, Rharous, Mopti and Djenné in collaboration with other partners of the Consortium.
Support in the finalization of reports/audits of ongoing projects.
Ensure that all project monitoring tools are in place.
Conduct a field visit and identify urgent support needs for program teams.
In collaboration with the Country Director, ensure the representation of Solidarités International at all meetings or forums concerning Solidarités International programs
Support the Country Director in fundraising, negotiation and review of project proposals.

SECURITY CONSTRAINTS

Exits outside Bamako depend on the context which remains very volatile.
List of go and no-go to be respected in the city.
SI works in a complex security context where access remains very limited where significant humanitarian needs are identified. Several armed groups operate there and impose access restrictions in our intervention areas. Since the withdrawal of MINUSMA at the end of December 2023, the FAMA military has intensified operations against radical armed groups in the central and northern regions of the country. In this desire for territorial reconquest, administrative restrictions are imposed by the state party. Conversely, the signatory groups proceed with irregular checks/detentions against users and at the same time carry out asymmetric attacks against military positions by combining several operating modes including the laying of IEDs/mines, shelling and even ambushes. The combination of these actions severely restricts the humanitarian space which can lead to stop and go operations by NGOs.

TECHNICITY

Mastery of EHA project management and knowledge in Food Security and Disaster Risk Reduction project management.

Have a sense of diplomacy and good negotiation skills.

ANALYSIS/STRATEGY

Ability to quickly absorb the organization’s strategy and adapt it to the host country based on well-conducted contextual analyses.

SECURITY MANAGEMENT

Adaptation to the context and rules of internal security.

WRITING

Good report writing and proposal writing skills.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2860 gross per month (2600 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 550.

Living conditions in Bamako are very good with easy access to a wide range of restaurants, cafes, supermarkets, internet and telephone network, medical facilities, pharmacies, gyms, …
A comfortable house houses both the office and the Guest with single rooms of a good standard and electricity 24/7.
Security risks are low and restrictions are very limited in Bamako
