Description of the Organization

SOS Children’s Villages Madagascar is a member of the International Federation of SOS Children’s Villages (SOS CVI).

SOS Children’s Villages International (SOS CVI) is a non-governmental, non-denominational organization that works with communities, partners and states to ensure that the rights of all children are respected in every society. SOS Children’s Villages in Madagascar

In Madagascar, the association SOS Children’s Villages in Madagascar (AN), recognized as a public utility, has been a leader in its field for 34 years. Since then, it has extended its actions throughout the territory, both in the field of replacement protection and that of preventing the abandonment of children by strengthening families, and this thanks to its different structures: the villages , homes, centers with family strengthening programs, centers with community support programs, training centers, schools, dispensaries, maternal and child protection centers, basic health centers and the center emergency reception. Its action is based on reference to the International Convention on the Rights of the Child.

As part of the implementation of its actions and missions, the Malagasy association is recruiting its Management Controller.

Job Summary

Under the direct supervision of the regional office, and in close collaboration with the National Director of SOS Children’s Villages in Madagascar and other members of the team, the Management Controller is responsible for controlling expenses and activities financed by SOS Villages. d’Enfants France and to report to the Federation.

In addition, he/she will support the National Director of Madagascar in the effective and efficient management of the resources of the National Association of Madagascar and particularly the resources financed by SOS Children’s Villages France, in accordance with the rules and principles of SOS. Villages International and the requirements of its donors

MAIN RESPONSIBILITIES AND TASKS:

  • Ensure compliance and implementation of policies and procedures in force in relation to its role as management controller
  • Ensure compliance with the execution of operational commitments and reporting to SOS France and the International Regional Office.
  • Carry out an analytical review of all expenses incurred as part of the financing of SOS France; compare the expenses incurred to the forecast budget; analyze possible discrepancies and propose corrective actions
  • Ensure the relevance of expenses carried out by survey, by controlling their effectiveness according to the standards laid down, within the limit of the planned time and budget and by traveling punctually to the localities concerned
  • Analyze and report any incidents and identified financial risks that could harm the interests of SOS Children’s Villages or the children and young people hosted
  • Produce, in collaboration with SOS VEI, a monthly technical and budgetary report intended for SOS France on controlled expenses (see procedure in the appendix)
  • Provide technical support to the management council (cost study when required), to the National Management team
  • Control cash flow
  • Control asset management
  • Control the accounting and coding of fixed assets acquired by the Association in each dedicated account (by financing);
  • Track audits
  • Perform any other tasks relating to this position not specifically recorded in this document.

Interaction and collaboration:

The post holder will interact regularly with the National Director of SOS VE Madagascar and the administration of SOS VE France, and works closely with the Finance and Control Manager. He/She will remain in regular contact with the Finance and Control Manager and other Managers for rational use of financial resources according to the action plan and activities.

She/He will report regularly to the Representative of SOS VEI (CIV Rep) and to the Director of Finance and Control of BIR/ESAF.

Working conditions

The incumbent must be able to work independently.

He/she may work outside normal service hours to meet the organization’s quality and deadline requirements.

QUALIFICATIONS AND EXPERIENCE:

  • Essential: Have a Diploma (BAC+5) in financial management or equivalent in related fields.
  • Desirable: a Diploma (BAC+5) in Audit and Control
  • Have at least ten (10) years of experience in the field of development or a donor institution and at senior management level (including at least 3 years of experience as a Financial/Control/Audit Manager within of an international NGO.
  • Have diverse experience with several international NGOs.

Terms of employment

  • Full-time and exclusive position: Renewable fixed-term contract.
