CIVIC worked with the G5 Sahel Joint Force (FC-G5S), OHCHR and partners on the ground to contribute to reducing civilian harm associated with FC-G5S ‘operations in the border regions of Mali, Niger, Burkina Faso, Mauritania, and Chad in support of the Human Rights Compliance Framework (HRCF). The project general objective was to Improve FC-G5S’ capabilities to mitigate civilian harm throughout the lifecycle of operations.

CIVIC supported the FC-G5S to establish a system to track and adjust operations to mitigate civilian harm, the Civilian Incident Tracking and Analysis Mechanism (CITAC/MISAD), and ensure that FC-G5S personnel have a strong understanding of how to run and fully utilize this tool in furtherance of the HRCF.

In addition to CIVIC Sahel’s work with the FC-G5S, the Sahel team is planning to work in Niger, with additional support to Malian and Burkinabe forces. The aim is to move from the multinational (the MISAD) to the national level, using the impact of the MISAD to implement CHM at the national level of all three countries is a priority.

“Civilians in the Sahel are better protected” is the strategic vision of CIVIC Sahel program for the next four years. CIVIC aims to support conflict-affected civilians and civil society organizations improve their capacities and means to advance communities self-protection, and security forces improve capabilities and tools to protect civilians.

About the Position

CIVIC is seeking highly qualified applicants for the positions of Country Program Manager in Mali.

The program manager will provide advanced support to the Sahel Regional Director, with duties including project management, day-to-day operational support and financial management of projects, advice and support on research and advocacy, program management and coordination. This position requires professionalism, strong written and verbal communication skills, attention to detail, and the ability to think logically and follow a process through to completion with minimal supervision.

Location: Bamako, Mali

Travel: Up to 25% required (local, regional and international)

Reporting to: Regional Director, Sahel

Key Functions

· Develops work plans, assigns budget in the work plans, and oversees the implementation of programmatic activities in order to programmatic objectives for the portfolio.

· Provide operational and technical support to multiple projects, including document and information management, monitoring and responding to internal and external deadlines, synthesis of financial and other data, and communicating with staff and donors.

· Collaborates with the in-county teams and HQ staff to ensure the documentation of the program activities, highlighting technical and programmatic innovations, strengths, results and impact at local and international forums, technical briefs, in peer review journals, and communications.

· Work with program and teams in Mali to encourage collaboration, efficiency and consistency of processes.

· Works closely with technical and country program team to identify opportunities for innovation, harmonize approaches, and maintain high quality standards in activity implementation.

· Collaborates with other international and local partners in-country to jointly achieve the Protection of civilians’ program goals. Designs programs and create business opportunities for program growth and sustainability.

· Support strong coordination among countries ‘programs, and teams in the Sahel, include the G5 Sahel.

· Meeting support for internal and external meetings, including preparation of meeting materials, note taking and distribution, and follow up with relevant parties.

· Provide research support and analyse data to identify relevant trends on civilian harm in the Sahel and mitigation measures.

· Provide copy editing support to internal and external reports.

· Work closely with Program team to create deliverables for donors on grants.

· Provides critical input into the monitoring and evaluations of assigned programs and requires strong communication and coordination with field staff, support departments

· Logistical support: arranging travel, both domestic and international, including flights, hotels, trains, and local transportation.

· Provide direct support to the Regional Director on finance and accounting, desk research, and both short- and long-term programmatic goals.

Requirements/Qualifications

· Master degree and 5 years of relevant work experience

· Good interpersonal skills to effectively interact with all levels of staff, U.S. and foreign government personnel, and the NGO community.

· Good oral skills to effectively present information and respond to questions.

· Strong writing and copy-editing skills.

· Capacity to work both independently and as a member of a team and to work within multiple deadlines and timeframes.

· Basic understanding to on protection of civilians and relevant legal frameworks.

· Ability to define problems, collect data, establish facts, and draw valid conclusions.

· Working knowledge of Microsoft Office Programs (Word, Excel).

· Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.), Dropbox, and Slack strongly desired.

· French and English fluency is required.
