BACKGROUND

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together developing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of over 822 million children and the prevention of more than 14 million future deaths. At the Global Vaccine Summit in June 2020, world leaders pledged more than $8.8bn to ensure Gavi can continue to amplify this work and immunise another 300 million children by 2025.

Gavi’s strategy for the 2021-25 period (‘Gavi 5.0’) focuses on increasing equity of immunisation programmes by reaching marginalised children in the world’s poorest countries with the objective to save millions of lives. The new strategy also includes a focus on ensuring continued success of immunisation programmes in former Gavi-eligible countries, and on rolling out new Covid-19 vaccines to address the health and economic impacts of the largest pandemic in a century.

The data analytics manager will report to the Senior Manager, Data Governance & Analytics and will play a pivotal role in operationalising the most-urgent data and analytics initiatives enabling faster decision-making process and learning for business teams and senior leadership, through-out the delivery of business analytics services, data analysis, data access, integrated data reuse and vastly improved time-to-solution for Gavi’s data and analytics initiatives. The bulk of the work is in translating business needs into analytics/reporting requirements to support executive decisions, day-to-day operations, or learning, and building, managing and optimising data pipelines and then moving these data pipelines effectively into production and guarantee compliance with data governance and data security requirements.

The Data Analytics Manager will be measured on his/her ability to develop analytics and business intelligence vision, strategy, and solutions while providing insights and analysis, integrating analytics with Gavi’s business processes, strengthening Gavi’s current’s analytics capabilities, and rationalising the analytics technology landscape aiming for value and efficiency. This role will require both creative and collaborative working with KMTS and the wider business such as key business stakeholders, IT experts and subject-matter experts. It will involve evangelising of analytical solutions and use of data visualisations, excellent understanding of business processes, and effective data management practices.

KEY FUNCTIONS AND METRICS

• 30% of the success will be based on delivering analytics and business intelligence;
• 30% of the success will be based on data analytics user satisfaction, and adoption (usage);
• 20% of success metrics will focus on execution excellence – on-time, on-budget, with high quality;
• 10% of the success will be based on developing analytics vision, strategy and roadmap;
• 10% will be based on the rationalisation of data and analytics technology solutions and managing the value.

MAIN DUTIES/RESPONSIBILITIES

• Set the analytics’ mission, vision, and strategy to foster a data/fact driven oriented culture and mind-set driven by continual customer satisfaction and enabling of Gavi’s mission;
• Create good collaboration and business partnership with varied stakeholders within the organisation to understands the decision-making process, workflows, business process, data consumption and information/data needs of business unit directors, heads, and service manager/owners; Translates needs into analytics/reporting/data flow requirements with required information to support business decisions, and learning;
• Acts as a go-to-person for end users to interpret and use information. Coordinates with knowledge workers to understand their information needs and identifies ways to visualise and present information in a user-friendly manner. The data analytic manager should be curious and knowledgeable about new data initiatives and how to address them proposing appropriate and innovative data consumption and use relying on Gavi’s technology but not limited to;
• Develops frameworks and processes to analyse information, proactively mines Gavi’s data warehouse and various heterogeneous data repositories (Azure storage, SharePoint, OneDrive, emails, etc.) to identify trends and patterns and generates insights for business units and senior leadership;
• Interacts with data governance manager, enterprise architect and other subject matter experts to understand how information is collected, stored, modelled, tagged, catalogued, secured, and governed. Participates in ensuring compliance and governance during data management and data use;
• Supports user experience specialists and information manager to enhance information visualisation through development of dashboards and user interfaces. Works closely with information managers, architects, and business units for knowledge sharing, mentoring, and training;
• Oversights other data and analytics specialists while leveraging subject-matter experts as required. Manages and builds data pipelines which consist of a series of stages through which data flows (for example, from data sources or endpoints of acquisition to integration to consumption for specific use cases);
• Ensures quality and continuity of data and analytics services and capabilities in collaboration with the Business Partnership & Delivery and Operations & Infrastructure teams.

QUALIFICATIONS

ACADEMIC

• Bachelor’s or Master’s degree in computer science, information systems, business administration or related field, or equivalent work experience.

WORK EXPERIENCE

• Minimum of 5 years of experience in IT and business/industry;
• At least 3 years of experience in Business Intelligence, Data and Analytics field;
• Some years of experience in large, cross-functional teams influencing management and key stakeholders effectively across the organisation and within complex contexts;
• Proven experience or demonstrated capability in contributing to business intelligence teams and IT transformational digital initiatives/projects in complex and dynamic environments with knowledge of Data Administration Management Association (DAMA.org), Information Technology Infrastructure Library (ITIL), Capability Maturity Model (CMM) ITIL or equivalent data and technology framework.

SKILLS/COMPETENCIES
• Excellent customer-oriented service skills. Excellent written, verbal communication and presentation skills are required, including ability to work and influence business and technical personnel;
• Expert in information visualisation. Ability to generate insights from information/data with working knowledge of usability design and customer experience framework;
• Adept in agile methodologies and capable of applying DevOps / DataOps principles to analytics and data pipelines to improve the communication, integration, reuse, and automation of data;
• Expert in project management, requirements gathering, analysis and business domain analysis, data architecture, data analysis, (unstructured) information analysis;
• Extensive experience working with popular data discovery, analytics and BI software tools like Salesforce Einstein/Tableau, SAC, PowerBI, Shiny and others;
• Extensive experience with popular database programming languages including SQL, PL/SQL, or others for relational databases. Understanding of popular data science platforms/language such as Python, or R is a plus;
• Experience in working with datasets in supervising the delivery and building of data pipelines, architectures and integrated datasets using traditional data integration technologies such as ETL/ELT, API, data ingestion / integration and dissemination technologies;
• Basic experience in data governance, data quality, data security and privacy;
• A self-starter that can work under minimal supervision, and oversight/coach a team;
• Ability to work in a team environment;
• Ability to meet deadlines under strict timeframes, handle multiple tasks and work under pressure.

LANGUAGES

• Fluent English is required;
• French is an asset.
