Manager of International Transportation
CRS is seeking an experienced supply chain professional to be the Manager of International Transportation. S/he is responsible for all aspects of global transportation management which includes: 1) the selection and management of 3PL providers; 2) identifying appropriate solutions to optimize transit performance across a diverse range of product categories; 3) the development of best practices, guidance, procedures, tools, and capacity strengthening events/materials for the international movement of goods; 4) identifying and reviewing systems and tools to help enhance visibility of cargo movement; 5) the development and infusion of transportation metrics/KPIs to improve the flow of goods and to build a culture of continuous process improvement.
The Manager of International Transportation will support the rebranding and repositioning of the shipping team by expanding their freight portfolio and establishing expertise beyond that of food aid cargo management. S/he will be focused on building and managing a reliable network of global transportation providers, as well as daily oversight of all shipping operations.
This position reports to the Director of International Transportation and Logistics (GSCM) and is responsible for managing the shipping team. Given the global nature of CRS’ supply chain, as well as the decentralized nature of our programming, it is important that the manager possess excellent communication and presentation skills with a strong background in relationship building and influencing.
Detailed Responsibilities:
Under the overall leadership of the Director of International Transportation & Logistics, in close collaboration with other GSCM sub-units, and in consultation with her/his team, s/he will:

Identify and develop transportation relationships with multiple freight forwarders/3PLs to ensure the most efficient delivery of goods to all global locations in which CRS operates (including the development of standardized 3PL agreements).

  • Manage the shipping team‘s international transport activities while collaborating extensively with internal/external stakeholders to drive optimal performance, cost savings, risk mitigation, and process improvements.
  • Lead the transformation of the shipping team and their freight portfolio to achieve Agency recognition as international transport experts for all types of goods: food products, health products, humanitarian emergency relief items, personal effects, and internally procured goods.
  • Provide subject matter expertise for transportation-related issues and topics referencing industry best practice, as well as regulatory and internal policy compliance.
  • Develop KPIs/metrics and establish transportation
    performance management that includes the monitoring of service providers based on cost, on-time performance, compliance, quality, and reliability of service.
  • Develop policies and procedures for international transport and related activities.
  • Identify capacity strengthening needs for CRS country program staff and design, as well as lead, capacity strengthening initiatives through facilitation of training and development of learning materials.
  • Identify and develop systems and tools to improve shipment visibility while cargo is transiting.
  • Responsible for risk/loss management with transportation service providers including claim filing and recovery.
  • Partner with CRS donor engagement staff to review draft proposal documents to ensure alignment with transportation realities and best practices.
  • Provide oversight of freight carrier payment processes, including the monitoring of account statements and the reconciliation of internal accounts used to facilitate carrier payments.
  • Assist with the review of global procurement processes and work to identify cross-departmental training and/or process improvements that could impact quality of delivery.
  • Troubleshoot any issues that may be creating delays and resolve carrier- and freight-management related concerns.
  • Represent CRS in relevant external settings, including meetings with donors, suppliers and service providers, peer organizations, and industry bodies.
  • Perform entry of Oracle/Insight transactions.

Supervisory Responsibilities:

  • Responsible for the supervision of Global Shipping Officer

Basic Qualifications:

  • At least 10 years of management-level experience in international transportation/ operations/shipping, including experience with 3PL management. Experience working in or with clients in developing countries preferred.
  • Bachelor’s degree in Transportation/Supply Chain/Logistics or related field required.
  • APICS-type certification or advanced degree a plus.
  • International freight forwarding experience or background a plus.
  • Extensive knowledge of the transportation industry, general shipping practices and regulations, international import/export legislation, and customs regulations.
  • Experience with all modes of international transportation and thorough knowledge of Incoterms rules.
  • Demonstrated knowledge in international transportation operations and current best practices with experience in the movement of food, health and cold-chain products, emergency relief items preferred. Experience working with USG or other major donors preferred (e.g. Global Fund).
  • Familiarity with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk.
  • Experience with development of KPIs, including collecting, organizing, analyzing, and reporting on information with accuracy and attention to detail.
  • Willingness and ability to travel overseas up to 20%, including remote and/or difficult operating environments, for assessments and to provide in-person training/assistance to field programs.
  • Fluency in English; working ability in French, Spanish or Arabic a plus.
  • Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Project, Outlook, SharePoint, Power BI (or other dashboarding systems) required.
  • Working knowledge of Oracle Cloud or other ERP preferred.
