Manager of Programme Quality
based in the Democratic Republic of the Congo (DRC)
ZOA’s programme in DRC
For ZOA DRC, the Peace Nexus approach is at the core of its projects. Throughout ZOA’s 15 years of activities in DRC, ZOA has built a vast track record. Next to short term relief projects (humanitarian), ZOA DRC focusses on more sustainable interventions (resilience), addressing root causes of some of the major problems in DRC. An example is the facilitation of access to land for displaced persons and returnees, food security and livelihoods interventions (PIP, VSLA etc.) and IWRM. In addition, ZOA helps communities to become resilient in the face of the shocks of conflict through the so-called community based socio-therapy (CBS) approach. Restoring trust in each other and creating hope for a peaceful future are prerequisites for rebuilding flourishing and stable communities. ZOA has a strong presence and acceptance in communities due to its way of working as is embedded in ZOA’s vision; putting people at the centre.
Your challenge
Are you passionate about making a meaningful impact? ZOA is seeking a dynamic individual to fill the role of Manager of Programme Quality (MPQ) in the Democratic Republic of the Congo. As the MPQ, you will play a pivotal role in ensuring the high quality of our programmes, from design to implementation and evaluation. Your strategic acumen will be crucial as you advise and support the Country Director and Programme Managers in development and implementation of the Country Strategy and Annual Plan.
We are looking for someone with exceptional organizational skills, a keen eye for detail, and the ability to maintain consistency in planning. Your contribution will extend to the development of project proposals for potential donors and the implementation of monitoring, evaluation, and learning tools. Your main tasks and responsibilities
Programme Quality
- Advise and support on developing the Country Strategy and Annual Plan;
- Ensure quality and consistency of programme and project planning, including advising programme managers on quality outputs/outcomes;
- Ensure adherence to internal and external integrity, policy and guidelines for project implementation standards;
- Supervise the development, implementation and ongoing use of monitoring, evaluation and learning (MEAL) tools and beneficiary accountability tools;
- Ensure implementation of the local partner implementation plan.
Reporting/digital data collection
- Lead the development of high quality (innovative) proposals and timely reports and evaluations, monitoring consistency between donor proposals and Country Strategy.
Knowledge management
- Contribute to the development of organisation wide knowledge management.
Leadership and management
- Member of the Country Management Team;
- Provides leadership to the Programme Quality team.

Knowledge & experience
- University degree in a humanitarian, development, or other relevant field;
- At least five years field experience in a fragile context;
- Fluent in French and English (both mandatory);
- Ability to write convincingly and to the point;
- Proven MEAL experience;
- Proven project/programme management experience;
- Strong proven experience in the development of proposals with several donors;
- Expertise in at least one of ZOA DRCs thematic areas (FSL, IWRM and/or Access to land);
- Know and understand the key trends in international and humanitarian development.
