Manager of the Migration and Humanitarian Response Program At Catholic Relief Services

SUMMARY OF THE POSIT

He will direct programming in Mexico and Guatemala for the prevention and response to the humanitarian emergency caused by the current migratory context, designing and implementing projects that consolidate the strategy of Catholic Relief Services ( CRS ) and of partner organizations providing humanitarian assistance services to migrants and asylum seekers in the Guatemala immigration corridor – Mexico. Their managerial skills, leadership and knowledge will ensure the successful implementation of the migration program, prioritizing the humanitarian response to the current migration context, and deliver high-quality programming through the continuity of strengthening the capacities of the partners of the Mexico and Guatemala programs.

Job specific responsibilities:

  • Manage and ensure the implementation of all migration program activities linked to the project management cycle to ensure efficient and effective implementation in line with the principles and standards CRS program quality, donor requirements and good practices.
  • Manage and supervise the migration team, effectively. Manage team dynamics and take care of staff well-being. Provide coaching, strategically design individual plans for professional development, contribute to the process of recruiting project staff, and complete the annual performance evaluation for supervisors.
  • Learning champion with project staff and partner teams. Analyze and evaluate project performance data following CRS’s MEAL ( Monitoring, Evaluation, Accountability, and Learning ) policy. In coordination with the program team, proactively identify problems and concerns, using participatory processes to overcome obstacles and challenges in the implementation of activities.
  • Coordinate the identification, evaluation and strengthening of partner organizations, primarily responding to the humanitarian emergency in the migration context.
  • Manage program budgets and monitor the implementation of approved financial and material resources for each project. Plans and provides the necessary supervision for the efficient use of project resources.
  • Ensure compliance with the agency and donor’s MEAL requirements. Participate in the maintenance and continuous review of the MEAL system and ICT4D systems ( Information, Communication and Technology for Development ) for data collection, contributes in the analysis and design of reports for reports and implementation review and reporting sessions.
  • In coordination with the MEAL and ICT team, provide technical assistance to the project team and partner staff to ensure the good implementation of the MEAL plan, according to CRS policy and donor requirements.
  • Coordinate the preparation of programmatic and financial reports, according to CRS and donor policy.
  • In collaboration with the CRS Guatemala and Mexico Directorate, identify new sources of financing and opportunities for collaboration on the issue of migration; actively participate in the design and development of proposals for new opportunities, filling gaps and taking on more responsibilities as necessary.
  • Support and coordinate with the CRS regional platform ( EMPOWER ) to scale strategies that strengthen the capacities of local partners through programmatic activities.

REQUIREMENTS OF THE BET:

Background, Experience and Typical Requirements

Education and Experience

  • Master’s Degree in International Development, International Relations or required project management field. Additional experience could replace some education.
  • Minimum of 5 years of relevant field experience in coordinating or managing small to moderately complicated projects is required, preferably with an international NGO.
  • Experience in response to humanitarian emergencies in the migratory context, preferred.
  • Experience in project management in emergency response is highly desirable.
  • Experience getting involved with partner organizations and working with desirable faith organizations.
  • Experience in contributing to the development of technical proposals.
  • Skills and experience in Monitoring, Evaluation, Accountability and Learning ( MEAL ) is preferable.
  • Experience in using MS Office package ( Excel, Word, PowerPoint, Visio ), Online Conference Applications, management information systems.

  • Strong relationship management skills, leadership, and the ability to effectively work with culturally diverse groups.
  • Strong written and oral communication skills with the ability to write reports.

Foreign Language Required: Spanish, ( desirable English )

Availability to travel: 40% of the time in the field.

KEY LABOR RELATIONS:

Supervision: Officers / Specialists of the migration and emergency program of Mexico and Guatemala, Operations Specialist, MEAL Officer.

Internal: CRS humanitarian response team, Guatemala emergency team and Empower platform. GT and MX operations personnel.

External: CRS technical advisers, management personnel, partner teams, teams from national and international agencies, church and civil society organizations, academic institutions and donors.
