JOB SUMMARY
The primary objective of the Manager, Safety and Security (RSSM) is to provide safety and security leadership, expertise and support to enable the safest and most effective implementation of ChildFund’s programs and activities. The RSSM will do this by delivering high-quality security risk management practices and ensuring that each country is achieving the expected standard.
ChildFund International operates in 19 countries and four countries in Asia, ranging from moderate to high risk: India, Sri Lanka, Philippines, and Indonesia. The position is expected to be knowledgeable in NGO/humanitarian programming. This role may also include additional countries or/and temporary assignments to other countries.
The RSSM reports to the Director, Global Safety and Security and has a close working relationship with the Regional Director, Country Directors, global security team, programs, security focal points, and others.

ESSENTIAL DUTIES/RESPONSIBILITIES

  1. Implementation of ChildFund’s Security Standards
    • The RSSM is expected to be a constant and productive support to each country and the Country Directors in achieving our security standards and duty of care.
    • Facilitates successful implementation of the region’s duty of care and security standards. Monitor, evaluate and report safety and security risk, travel security and duty of care application and adherence of policy, standards and processes.
    • Oversee the facilitation, development and maintenance of each country’s security plans, according to ChildFund standards and using established processes, forms and templates. Produce ground truth risk assessments so they are verifiable, inclusive, and clear. Provide quality control and useful feedback.
    • Collaborate closely with each country team to understand and refine practices in safe access for our team and partners in our areas of operation.
    • The RSSM is expected to be aware of program expansion plans and proactively communicate coordination and needs to the Regional Director (RD), Country Director (CD) and Global Security Director (GSD) early enough for the risk assessments to inform expansion decisions, program design and needs.
    • Promote international travel security standards to and from the region, and ensure countries are knowledgeable and can execute travel security standards.
    • Maintain compliance records and communicate compliance to the Security Department and Regional Director.
    • Actively engages with the RD and each country office to ensure duty of care and security standards are integrated with planning processes and budgets (i.e., country strategy plans, area operating plans, etc.).
  2. Influence and Training
    • The RSSM is expected to provide proactive and meaningful support to CDs and Security Focal Points. This includes close development and coaching for country Security Focal Points, Managers and Directors. Produce clear and articulate learning plans aligned with process and standards is expected.
    • Assists Global Security in the development of an effective training strategy that reflects ChildFund’s strategic direction, cultural diversity, operational threat environment and international practices.
    • Able to develop compelling presentations and demonstrate strong oral and written communication skills.
    • Train and mentor country staff on integrated security and leadership development in order to strengthen their skills in their own professional area.
    • Execute quality and contextual risk-related trainings (i.e., risk assessments, SOP implementation, contingency planning, emergency responses, etc.) aligned with the global strategy and training criteria.
    • Maintain the global security training register using established criteria and registers.
    • Support the global portfolio when directed by Global Security.
  3. Threat and Incident Management
    • Thoroughly understands the threat and security environment.
    • Identifies sources and drivers of risk to achieving program objectives, areas of impact and potential consequences.
    • Ensure threats/incidents that could potentially impact country and regional operations or personnel are being formally communicated and escalated to relevant stakeholders in a timely manner.
    • Assists with incidence analysis and share the information with country leadership and the Security Department.
    • Responsible for information management during a critical event and maintain all notes, logs, and information.
    • Conduct annual drills and scenario exercises to build incident response capacities in the region.
    • Able to influence a positive incident reporting culture. Proactively report and update incidents using the established protocols and IR platform.
    • Support Global Security and Country Directors with incident response, reporting and post-incident action and follow-up.
    • Perform surge capacity when needed during sudden-onset critical events or emergency responses.
  4. Communication and Leadership
    • Develops intentional communication and consultative plans with the region and countries to ensure that a diversity of perspectives is achieved.
    • Develops timely and succinct briefings, reports, alerts and advisories.
    • Provides strategic advice on regional security aspects, technical expertise, oversight and support to stakeholders.
    • Maintain strong networks including governmental and international agencies within the region, including interactive security networks (i.e., OSAC, UNSLT, NGO forums, etc.).

Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

QUALIFICATIONS/EXPERIENCE

  • Required:
    • Able to travel 40% in one year.
    • University degree in a related field with a minimum of six years of working experience in security management with an International Non-Governmental Organization or other international organization.
    • Can use project management tools and databases to track and monitor progress.
    • Strong cross-cultural skills required.
    • Proficiency in spoken and written English. For positions in French speaking countries, fluency in French required. For positions in Latin America, Spanish fluency required.
  • Preferred:
    • Experience living in another culture and a high-risk environment.
    • INSSA regional security certification or ASIS certification.
    • Training of Trainers certification or Adult Learning skills training certification.
