Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s and permanently since 2014 . HI is operating today in N’Djamena, in Borkou (North), Ennedi (North East), Tibesti (North West), Moundou, Doba and Goré (South), Kanem (Mao), BeG ( Moussoro), at Lake Chad in Ngouri, Bol and West and recently in the East (base in Adré for the moment).

On April 15, 2023, clashes broke out in Sudan between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) due to power struggles between the army commander and the leader of the paramilitary Rapid Support Forces on the country’s transition plan. Since then, clashes have turned into violent conflicts, plunging the country into chaos. Despite several ceasefires announced, none were put in place and violence continued to intensify, particularly in Khartoum and Darfur. According to OCHA, more than 730 deaths and more than 5,500 injuries have been reported. Due to incomplete field reporting, this is likely an underestimate of the true number of casualties. Only 16% of health facilities are still operating. There is a severe shortage of fuel to operate health facilities, transport and other services. Prices of food and basic commodities are now unaffordable for most people. An estimated 800,000 Sudanese and other nationalities (Eritreans, Ethiopians, Yemenis, Syrians) could flee the country in a race against time to neighboring countries (Egypt, Chad, Central African Republic, Ethiopia and South Sudan).

Despite the official closure of the border between Chad and Sudan announced on April 15, Chad continued to welcome refugees fleeing the conflict in Sudan. As of June 20, 2023, more than 120,000 refugees fleeing violence in Sudan have arrived in Ouaddaï, Sila and Wadi Fira provinces in eastern Chad, and new arrivals continue to be reported daily . The new arrivals come from Darfur, one of the regions of Sudan most affected by violence. Growing instability, continued armed violence, including intercommunal violence in Sudan, could force more than 100,000 refugees to flee to eastern Chad in the coming weeks.

Faced with humanitarian needs, HI initially launched an evaluation of Atlas Logistics, an operational and technical unit of HI, to understand the logistical and access needs of humanitarian actors as well as inclusive humanitarian action (IHA). which made it possible to highlight the needs for logistical solutions (rehabilitation of a humanitarian airstrip, shared storage and transport at controlled temperatures for aid actors) as well as support for response actors to make activities basic necessities more inclusive. Secondly, a team of specialists in functional and physical rehabilitation as well as mental health are deployed to analyze the needs in the Ouaddaï province.

Today we need a Support Services Manager for the Adré base to support the teams in daily logistical, financial and HR management and also to train the logistician and the admin/end manager.

CHALLENGES OF THE POSITION
Under the supervision of the logistics manager, the Support Services Manager is technical responsible for logistics monitoring on the Adre base. As a result, he/she is responsible for monitoring purchases and monitoring stocks. He/she will be in charge of budgetary and administrative monitoring of his/her base’s projects. He/She will have under his/her management a financial admin and a logistician. He/she will work in close collaboration with the operational teams for logistical, administrative and financial management.

The Services Support Base Manager will have a functional link with the finance manager and the HR manager of the HI program. He/She maintains functional links with all departments and is in permanent contact with the entire HI Chad team.

Main responsibilities:
Ensure the financial, logistical, administrative and human resources management of the mission in compliance with the country’s legal framework and HI procedures.

Responsibility 1:
– Ensure accounting and cash management of the mission
– Ensure that accounting complies with legal obligations and internal procedures and guarantee the availability of funds for the implementation of planned activities.

Responsibility 2:
– Ensure management of the budget and donor financing contracts
– Ensure the proper use of donor funds in compliance with donor-specific guidelines.

Responsibility 3:
– Manage the administrative aspects of partners
– Ensure monitoring of the functional management of partnerships

Responsibility 4:
– Ensure the smooth functioning of mission logistics
– Ensure that HI logistics processes are understood and applied efficiently, fairly and cost-effectively.

Responsibility 5:
– Ensure the implementation of the mission’s HR processes (recruitment, remuneration, social and health coverage, evaluation, training) and compliance with the local legal framework.
– Ensure that HI’s HR processes are understood and applied effectively, fairly and cost-effectively.

Responsibility 6:
– Ensure the administration of international and national staff at the mission level

Responsibility 7:
– Manage the support services team in order to develop team autonomy and performance

EXPECTED PROFILE

– Diploma/Training:
• Master’s degree in finance or business management

– Experience (type of positions held and duration):
• Experience of at least three years in support services management
• Previous professional experience within an I/NGO
• Experience in emergency management
• Proven experience in management and team management
• Knowledge and experience of international donor procedures
• Proven ability and motivation to build capacity and/or train others
