JOB PROFILE

IMPACT Initiatives opened a mission for Coastal Countries in summer 2023. The Coastal Countries mission implements activities in 4 countries : Benin, Togo, Ghana, Cote d’Ivoire. The’IMPACT teams are divided into two offices, one in Cotonou (Benin), the other in Abidjan (Coast of’Ivoire). The position of Manager SIG Coastal Countries is based in Abidjan, in Cote d’Ivoire (potentially in Benin, depending on the possibilities of’ hosting the mission). It is entirely dedicated to the Mission of’IMPACT Coastal Countries, to the technical support of the GIS teams of the mission and will be required to move between the 4 countries when necessary.

Under the supervision and direct responsibility of the/the Representative of’IMPACT Coastal Countries, the/the Manger GIS provides technical contributions at all stages of relevant research cycles, including, in particular for secondary data review, evaluation conceptualization, research design, geospatial data cleaning and analysis, production of information products (including maps, etc, data sheets, web products), and dissemination of information products.

He/she will participate in project coordination with partners, donor reports, presentations, and will contribute to the strategic development of IMPACT in Coastal Countries, in close collaboration with the/the Country Representative.

He/she provides direct management of SIG teams of’IMPACT Coastal Countries. He/she ensures an efficient communication with the/the Representative Country and with the headquarters of IMPACT.

He/she is also responsible(e) for developing and implementing an ongoing capacity building programme for the’ GIS team and providing training. He/she will directly supervise the GIS staff of the Coastal Countries mission.

During its mission, the/the SIG specialist will be welcomed(e), hosted(e) by ACTED, global partner of’IMPACT and will be under the responsibility of its delegates for all administrative, security, security and safety issues, of logistics and finance. He/she will therefore have to fully comply with ACTED rules and regulations in the areas of security, human resources, administration, logistics and finance.

Mission

RESPONSIBILITIES

MANAGEMENT OF GIS FUNCTIONS AS PART OF RESEARCH PLANNING

Coordination of research and GIS functions within the framework of the Coastal Countries mission projects

  • Ensure a relevant approach to research cycles, for all phases of research: identification and management of available geospatial data /GIS,’information products, revisions of ToR & drafts & ’analysis plan, review of the products of’relevant information ;
  • Data : S’s ensure the maintenance and coordination of’improvement of quality and monitoring of data for the mission. This point includes (but is not exclusive to) : cross-checking geospatial data with field information and resolving discrepancies and ensuring their regular update ; ensure that the data collected is georeferenced, allowing the production of maps and associated products ; develop management and’ analysis systems ; S’ ensure the quality of technical data and information at all stages of research &’involvement of country teams in this sense ; ensure the confidentiality and protection of the information collected ;
  • Estimate the time frames of the research cycle and the resources required to implement the mission’s research cycle. Ensure compliance with deadlines and good risk management, identifying appropriate solutions close coordination with the/the Representative Country ;
  • Support the mission evaluation teams in the design and implementation of methodologies, tools, tools, tools, tools, tools and, from terms of reference for data collection and analysis as well as’ to the drafting of research cycle products, in close collaboration with research, data and operations teams ;
  • Examine the information products and the results dissemination strategy, so as to maximize the’ impact of projects, in accordance with the’IMPACT research standards and in close coordination with the/the Representative Country ;
  • To develop remote sensing analyses at the mission level, as well as relevant’information products.

Technical support and management of GIS functions the framework for projects related to the mission

  • Data : Provide support in the’improvement of the quality and monitoring of country-level data. This includes (but is not exclusive to) : support teams to resolve discrepancies and ensure their regular updating of geospatial data ; train teams so that the data collected are georeferenced ; support the development of management systems and’analyses ; support the quality of technical data and information at all stages of research &’involvement of research, data and operations teams in this sense when requested ;
  • To support the evaluation teams in the design and implementation of the methodologies, tools, and, terms of reference for data collection and analysis as well as’ to the drafting of research cycle products ;
  • Participate in the’ geospatial analysis of the’assessment areas, creating’tools and training accordingly.

Field deployment capacity (surge missions)

  • Realization of’ support missions (remote or in person) with colleagues of the’ whole mission (based in Cotonou and Abidjan), when necessary and required by the/the Representative Country.

TEAM MANAGEMENT, CAPACITY BUILDING AND COMMUNICATION WITH THE REGION

  • Provide direct management of the’ SIG team (2 in charge of GIS) and develop work and skills development plans in close coordination with the/the Representative Country;
  • Ensure the’introduction for new GIS staff members, working in close coordination with the/the Representative Country;
  • Ensure the’assessments of the’ SIG team, by participating in career management (technical profile assessments, training needs, personal motivations, definitions of objectives) ;
  • Ensure regular meetings with the’ SIG team of the’IMPACT regional office (IMPACT has a regional office based in Dakar that provides support to the’Afrique Ouest missions) in close coordination with the/the Country Representative, with clearly identified points of’actions in research ;
  • Identify the HR, logistical and financial needs for the’ SIG team and share them with the/the Country Representative.

INTERNAL KNOWLEDGE SHARING, LEARNING AND CAPACITY BUILDING

  • Identify and resolve GIS capacity needs of teams ; propose an adequate training plan with them, with the/the Country Representative ;
  • Implement and follow a multidisciplinary training and learning plan by strengthening the culture of rigor,’innovation and’apprenticeship within’IMPACT operations, and ensure performance monitoring and remote or on-site support if necessary in close coordination with the/the Representative Country ;
  • Organize and support regular trainings for the’ GIS team, including regular updates on’IMPACT guidelines, training modules adapted (to the context), field learning ; supplement internal training material with external resources, as appropriate ;
  • Proactively provide regular technical support and support to the’ GIS team, while ensuring a high level of communication with the/the Representative Country ;
  • Collaborate effectively with departments, global units and global learning processes, such as methodological notes, lessons learned, SOPs, communities of practice (CoP) ;
  • Generate and document the solid lessons learned at the end of each relevant research cycle and ensure their effective communication at all levels ;
  • Continuously seek to improve and innovate IMPACT research, GIS practices, and, information products and processes to identify and fill information gaps in the humanitarian response in Coastal Countries to support the facilitation of a fact-based response.

DEVELOPMENT OF PROGRAMME STRATEGIES

  • Actively contribute to the development of programme strategies, offering relevant technical and thematic content, in close coordination with the/the Country Representative;
  • Identify and cover GIS and information management gaps and contribute to the development of regional or national GIS and content-based information management strategies relevant techniques and themes ;
  • Contribute to the development of the communication strategy on’information products ;
  • Ensure that the GIS strategy is implemented in a structured and coherent manner, in accordance with project objectives and strategic objectives, in close coordination with the/the Representative Country ;
  • Support the development/revision of strategies, reports or new evaluation/programme proposals ;
  • Nurture IMPACT headquarters’ commitment to GIS priorities at the Global level while supporting the development and revision of programme strategies, reports or new proposals.

EXTERNAL ENGAGEMENT

  • Ensure representation in relevant working groups at the Coastal Country level, in close coordination with the/the Country Representative ;
  • Ensure the presentation and dissemination of GIS results of programmes, in relevant working groups in order to maximise the impact of’information products of’IMPACT ;
  • Participate in and actively contribute to knowledge sharing exercises and lessons learned between agencies and stakeholders ;
  • Ensure communication with relevant partners within the mission programmes, and ensure that’s are consulted and involved in the preparation and validation of GIS products, including, in close coordination with the/the Representative Country ;
  • Participate in relevant technical forums in Coastal Countries (for example, working groups on’Information /GIS Management) ;
  • Collaborate with other organizations involved in the maintenance of space data in mission countries, including, ensuring that the’IMPACT Geodatabase is up-to-date and compliant with common operational data sets (CODs) and fundamental operational data sets (FODs) ;
  • More generally, contribute to the creation of a positive image and to the overall credibility of the organization, in particular through the application of the mandate, ethics, etc, impact values and position in relation to other actors and helping to create a culture of rigorous use of evidence and learning among humanitarian actors.

PROFILE :

  • Academic : Excellent academic qualifications, preferably including a master’s degree in the relevant discipline ;
  • Research skills : Proven experience in managing and analyzing geospatial information. Excellent spatial analysis skills ; experience in remote sensing is an advantage
  • Software skills : Advanced knowledge of ArcGIS and/or QGIS. Proven knowledge of Microsoft Office, including Word, Excel, and PowerPoint. Knowledge of R, STATA, python or equivalent statistical software is an advantage.
  • Number of’years of professional experience : At least 3 years of relevant work experience.
  • Experience in HR management : Previous experience in a manager role in an ONGI in the field. Proven experience in managing international and national teams in humanitarian contexts ;
  • Skills in communication and report writing skills Excellent communication and writing skills for effective report writing ;

REMUNERATION ET AVANTAGES

  • Pour ce poste, le salaire se situe entre 2’940 CHF et 3’480 CHF par mois (avant impôt sur le revenu), etc. ainsi qu’une allocation mensuelle de subsistance de 300 USD.
  • NB – IMPACT salaries are strictly determined by our salary grid according to the grade of the position and the level of education of the staff. A security adjustment and/or location-dependent isolation is then applied to take into account the fact that some staff members have to work in difficult places where living and working conditions are much more difficult elsewhere.
  • Accommodation and food in a guest house. Depending on the country’s situation, a contribution to a housing allowance of up to 75% of the country-specific benchmark may be considered instead.
  • Membership of a Swiss private pension fund (Swisslife – about 9.975% of the gross salary of staff), health insurance, life insurance and repatriation assistance

  • Congé annuel de 36 jours par an. Jours fériés du pays d’affectation. Congé pour raisons familiales ou de compassion, le cas échéant.
  • Initiation avant le départ – 3 jours au siège d’IMPACT Initiatives à Genève + une semaine de formation avant le départ au siège d’ACTED à Paris, y compris une formation à la sécurité in situ de 4 jours ;
  • Registration for the IMPACT Initiatives Research Foundational Learning Programme within the first 3 months after the start of the contract.
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to 1000 € per year of psychosocial counseling costs.
