Mauritania – Project Administrator At COOPI – International Cooperation

COOPI is looking for a Project Administrator in Mauritania

In 2019, COOPI launched its first business development project in the southeast of Mauritania, 18 km from Bassikounou, in the Hodh El Chargui region, where the Mbera refugee camp is located. Through this project, COOPI contributed to strengthening the economic autonomy of refugees and the host population, by offering competitive goods and services, creating sustainable jobs and improving the technical capacity of producers, through the development at different levels of the value chain. The programs are part of two main sectors such as economic development (Hod El Chargui, Nouakchott, Guidimakha and Assaba regions) and rural infrastructure development (Hod El Chargui). The promotion of food security, development of value chains, rehabilitation of infrastructure, conflict prevention and participatory planning, disaster risk reduction and employment are the main areas of intervention of COOPI to strengthen the resilience of local communities. The donors currently funding COOPI are the European Union, the G5 Sahel Facility Foundation, and WFP.

Job Objective

The Project Administrator ensures the correct administrative and financial management of the projects supported by COOPI by ensuring the supervision of the economic, financial and human resources aspects in accordance with the legal provisions in force in the country. He actively participates in risk management (security, fraud/corruption, PSEA, etc.) for the projects and local partnerships he follows.

Responsibilities

Admin/finance management

  • Ensure the correct management of project accounting in compliance with Coopi procedures and those of donors
  • Ensure the correct management of the project’s cash flow (cash register and bank) and monthly reconciliation (physical and with accounting software) in collaboration with the Project Manager
  • Ensure regular updating of project financial data in accordance with the financial data of the country administration
  • Check with the Project Manager and present to the Country Administrator the consolidated monthly expenditure forecast targeting the monthly fund request
  • Ensure regular updating of the project’s accounting and IT accounting instruments to enable monitoring and control of expenditure
  • Guarantee financing for the project through financing forms, while respecting the expenditure forecast developed and requests those of the consortium partners
  • Supervise the payment of monthly tax and social security taxes
  • Ensure the transfer of administrative, accounting and financial instructions between Project Managers and between accounting assistants
  • Ensure budgetary modification and amendments, in collaboration with the Project Manager, the Country Administrator, the Program Manager
  • Ensure the drafting of interim and final financial reports for the project in collaboration with the Project Manager, under the supervision of the Country Administrator
  • Ensure electronic archiving of administrative and accounting documents related to the project

Logistics management

  • Ensure regular verification of purchasing and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in compliance with the procedures of the lessor and COOPI
  • Ensure control of supporting documents and contracts with suppliers
  • Verify compliance and respect of tax law

HR management

  • In collaboration with the HR administrator, ensure the administrative management of the project’s national staff in compliance with the Country Labor Code and the Coopi HR manual
  • Supervise and train national administrative staff assigned to the project in collaboration with the Project Manager
  • Participate and supervise the selection of national accounting and administrative staff
  • Ensure the evaluation of its national administrative staff
  • Ensure with the HR manager and the Project Manager the compliance of the procedures for: recruitment of local staff, development of ToRs and contracts, job descriptions, pay slips and payments, monitoring of leave, absences, evaluations, disciplinary measures, individual requests
  • Supervise the administrative management of the project’s national staff in accordance with the country’s Labor Code and the Coopi HR manual

Candidate profile

Essential

  • Higher education (bachelor’s degree) or equivalent with experience in the economic-financial field, development cooperation or international relations or the implementation of international projects
  • At least 2 years of experience in economic and financial management of projects and in accounting in NGOs (experience working in Africa and/or in conflict/post-conflict contexts is an asset)
  • Mastery of the French language, spoken and written
  • Proficiency in common software (Word, Excel, Power Point)
  • Experience in using accounting databases
  • Experience in financial reporting and internal control management
  • Sense of organization and teamwork
  • Ability to work under pressure, independently and in an often uncomfortable environment
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment
  • Interest and motivation to work in an NGO while respecting its values ​​and principles

Desirable

  • Work experience in French-speaking African countries
  • Previous experience with COOPI and knowledge of its procedures
