COOPI is looking for a Zone Coordinator in Mauritania
In Mauritania , COOPI has been active since 2019 and implements early recovery and development actions focused mainly on the following sectors: rural development, value chains, livelihoods and job creation in partnership with UNHCR, ENABEL, the Delegation of the European Union, the G5 facility. The base of Nema in HEC represents the main hub of the organization’s operations in the south east of Mauritania with ongoing interventions financed by ENABEL and G5.
Purpose of the position
The Zone Coordinator is responsible for the overall management of program quality, personnel management, logistics, security, finance and procedural compliance in the HEC Region of Mauritania. At the request of the Head of Mission, represent COOPI with donors, institutions, NGOs, local authorities and international agencies present in the territory. Cooperate with the Head of Mission and the Program Coordinator in defining the Country Strategy and intervention priorities for his area of expertise.
Responsibilities
Effectively manage and develop COOPI programming and strategy:
- Lead and motivate the team in the HEC region;
- Ensure proper PCM monitoring and implementation of project activities in line with the various work plans through the line management of PMs (Program Managers) and under the technical guidance of the Program Coordinator;
- Promote integrated humanitarian/recovery programming , based on needs and in line with the country strategy;
- Ensure a good level of coordination and integration of new program evaluations and project evaluations in the HEC;
- Examine possibilities for expanding the program geographically and sectorally;
- Ensure good coordination between the program and the base support team;
- Support and guide the program team in the development of potential partnerships/alliances ;
- Data collection and research, analysis of socio-economic, humanitarian and security issues in the province to help define new proposals/concept notes;
- Hold periodic coordination meetings with staff and partners.
External representation:
- Delegated by the Head of Mission, manage relations with institutional and potential donors for the region;
- Act as the main representative of COOPI in the HEC ;
- Liaise/exchange information with state counterparts and the humanitarian system (if existing) to ensure adequate organizational representation and common positioning on humanitarian issues;
- Maintaining/expanding regular relations with donors, authorities and partners based in the field;
- Ensure compliance with the COOPI Code of Conduct by all COOPI staff;
- Develop a formal and informal information network.
Overall responsibility for operations and human resources:
- Ensure program operations are functional in conjunction with the Finance and Logistics Department;
- Oversee the opening, closing and/or regular operation of one or more bases , including the management of all or part of the support staff, program support activities, base administration and security as well as as coordination with program staff at the grassroots level;
- Be responsible for the management and training of local staff , in his area of expertise;
- Coordinate expatriate staff, monitor their activities and participate in staff evaluation, in collaboration with the head of mission;
- Support finance, supply, fleet and movement within and between states including planning, expense authorization and reporting through line management of coordinating base logging and administration teams with Fin and Log coordinators;
- Ensure COOPI donor policies, procedures and regulations applicable to field activities are executed in close collaboration with the field team.
Security:
- Analyze, identify, quantify risks ;
- Maintain up- to-date security plans ;
- Develop and maintain a security network at the field level;
- Be responsible for decisions regarding the security and safety of AAH premises and personnel in AoR;
- Coordinate with the crisis management team for any development regarding the security situation;
- Brief all staff on security and context changes as necessary.
Candidate profile
Essential
- Versatile experience in the humanitarian field, including in managing the security of staff, partners and beneficiaries ;
- Experience of at least 3 years in the management of a complex emergency response or development program ;
- Solid experience/knowledge in personnel management;
- Ability to work effectively within a team and to coach a team;
- Recognized experience in conflict management;
- Demonstrate very good organizational skills and initiative;
- Ability to manage time and workload effectively;
- Excellent interpersonal communication skills;
- Awareness of cultural differences;
- Ability to oversee the financial management of budgets;
- Good ability to establish networks;
- Mastery of written and spoken French essential ;
- Excellent stress management;
- Respect for COOPI values/mission.
