Background:

Crown Agents is preparing to bid for the anticipated UNICEF-supported RFP for the “Implementation of National Vaccine Campaigns in South Sudan” and is currently seeking a Team Leader/EPI Technical Specialist who will provide strategic, technical, and managerial oversight of the programme.

The Covid-19 vaccines are deployed through 735 fixed health facilities, 251 mobile teams, 470 outreach teams, and Covid-19 intensification activities separately supported by Ministry of Health partners. Almost 10% of the population have now been vaccinated.

Despite progress, change is slow and a move from business as usual to new strategies is needed to move the country closer to its targets of having 40% coverage in the short term and eventually meeting the long-term target of 70% coverage of fully immunised eligible people. To do this, two national campaigns (one in September and one in January 2023) are being planned to cover the 77 counties and 3 administrative states.

Position Summary:

Based from the Crown Agent’s South Sudan office in Juba, the M&E and Data Manager will provide technical capacity building at the SMOH and CHD levels as well as directly with Implementing Partners to ensure that all vaccine data is uploaded on a daily basis on the national Covid-19 database as well as provide the programme with detailed analysis of performance against agreed metrics. When necessary, the position will travel to the find to solve problems.

Responsibilities:

Specific responsibilities of the M&E and Data Manager Include:

  • Ensure that all the Covid-19 vaccination reporting tools and associated training packages are delivered to the chosen implementing partners
  • Maintain a hotline for problem solving as implementing partners input data into the dashboard system. Proactively liaise with implementing partners to evaluate and improve data collection systems and procedures
  • Provide detail analysis on the performance of vaccination campaigns in each of the selected counties

About you

Person Specification:

To succeed in this role, you will have:

  • University degree/Diploma preferably at an advanced level, in monitoring and evaluation relevant to information management including supply chain
  • Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.
  • Excellent knowledge of MS Excel or MS Access (e.g., pivot tables and functions); proven technical expertise for managing data capture and storage, for analysing diverse datasets, and presenting information in understandable tables, charts, graphs, and reports.
  • Experience using PowerBI, Kobo and other data tools
  • Preferred experience working in South Sudan on immunisation programmes
