About ARCS:

ARCS is a non-governmental and non-profit organization. It was founded in 1985 in Rome by ARCI, an important national network of the Italian third sector for social and cultural promotion. ARCS promotes social change and active citizenship through education in global citizenship, peace as well as intercultural and intergenerational dialogue, in the practice of solidarity and cooperation both in Italy and in the world.

ARCS has been active in Jordan since 2012, with projects centered around livelihood and protection sectors targeting both local and refugee populations fostering entrepreneurship, active citizenship and inclusion, with particular emphasis on the needs of youth and PwDs.

About PASS:

The PASS initiative targets the Christian Iraqi minority in Amman, Balqa, and Madaba, focusing on Iraqi Christian refugees facing extreme vulnerability due to work permit restrictions. The project aims to promote social protection, economic inclusion, access to services, justice, and peaceful coexistence between Iraqi refugees and Jordanian host communities. The project has two key outcomes: (1) improving employment opportunities and social empowerment for Iraqi Christians, fostering peaceful coexistence and inclusive development; and (2) enhancing access to essential services (healthcare, legal aid) to ensure social protection and fundamental rights. Through a holistic approach, ARCS and its partners aim to support beneficiaries of all ages in achieving social integration, economic self-sufficiency, and improved well-being beyond the project’s duration.

Job overview:

The M&E Officer will be responsible for implementing and managing the monitoring and evaluation framework for PASS project. The officer will work closely with ARCS team, partners and relevant stakeholders to ensure effective monitoring of activities, data collection, analysis, and reporting to improve program performance and impact in compliance with donors’ requirements, in particular AICS Result Based Management procedures. Field visits across the country in target locations are required.

Key responsibilities:

  • Monitoring and Evaluation: Design and implement monitoring and evaluation systems, frameworks, and tools to track projects performance.
  • Data Collection & Analysis: Coordinate data collection during activities though Kobo surveys, focus groups and other relevant M&E tools, conduct regular field visits, and ensure data accuracy and quality. Ensure disaggregation of data by gender, age, disability, aligning with project priorities.
  • Reporting: Prepare regular progress reports, analyze findings, share insights to stakeholders, and support project staff in the preparation of monthly activity reports, Trimestral Operational Plans, intermediate and final reports to AICS, and bi-annual reports to local authorities .
  • Compliance & Accountability: Ensure all M&E activities comply with donor and organizational guidelines; design, implement and manage ARCS complaint and feedback mechanism.
  • Stakeholder Engagement: Collaborate with key stakeholders, including project staff, beneficiaries, and external partners to enhance program effectiveness.

Position profile:

  • Minimum 3 years of experience in M&E, preferably in international NGOs;
  • Bachelor’s degree in economics, social sciences, humanities or any other relevant field.
  • Arabic mother tongue and fluent knowledge of English (spoken and written);
  • Good computer skills, in particular in the use of Word, Excel, PowerPoint, Kobo;
  • Aptitude for teamwork and good relationship skills with partners, beneficiaries, donors, local institutions;
  • Knowledge of Project Cycle Management and the principles of humanitarian aid.
  • Sharing of ARCS’ mission and values.

Preferential requirements:

  • Knowledge of the geographical area of intervention;
  • Knowledge of Italian language;
  • Familiarity with AICS’ Result Based Management procedures;
  • IT skills, in particular in coding and software development, are an asset.
