M&E Training Specialist At SoCha LLC

Background

SoCha, LLC is preparing a proposal for the United States State Department for the anticipated Ukraine-based Monitoring, Evaluation, and Audit Services for Reporting (MEASURE) project. The MEASURE project will monitor, evaluate, and audit financial assistance from the United States Government (USG) to Ukraine to ensure the funds are used for their intended purpose. USG assistance is directed towards the following lines of effort: continuity of government, societal resilience, civilian security, and accountability. The project will provide the U.S State Department with capacity to report to Congress, the Office of Management and Budget, and other U.S. entities on the outcomes of USG assistance to Ukraine. The findings from the MEASURE project will be used make judgments on the effectiveness of programs for meeting USG assistance objectives and to determine what, if any changes need to be made to assistance priorities and activities going forward.

To support the associated monitoring services on this activity, SoCha seeks a qualified M&E Training Specialist.

Position Description

This position is for a Monitoring and Evaluation (M&E) Training Specialist to support monitoring activities in the field as requested by the Department of State. Preferably, the M&E Training Specialist should be located in Ukraine; preferably in a central location. The M&E Training Specialist will be primarily responsible for building the capacity of the Technical Consultant team members.

Illustrative Functions of the Position

The M&E Training Specialist will:

  • Develop a training curriculum in consultation with the Field Team Leader.
  • In collaboration with the SoCha Home Office Program Manager and the Field Team Leader, ensure all M&E staff are trained and knowledgeable about ACE-approved M&E approaches and methodologies.
  • Establish training development plans to cover gaps in training in support of monitoring specialists in the field.
  • Create and maintain a training tracker for all training conducted within the fiscal year.
  • Report to the Field Team Leader on any training issues as required.

Minimum qualifications and experience

  • Minimum of at least a Bachelor’s Degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.).
  • At least 10 years of previous experience in similar role, or combination of prior training development and implementation experience and M&E work.
  • Knowledge of outcome-oriented monitoring and evaluation principles required.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Demonstrated knowledge of, and ability to effectively communicate key principles, concepts, terms related to M&E.
  • Demonstrated interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
  • Fluent in Ukrainian and English speaking and writing.

Location

Ukraine (preferably within a central location in Ukraine).
