The post holder will be based in Freetown, Sierra Leone, and is expected to lead in ensuring the Country Programme adopts a systematic approach to Monitoring, Evaluation and Learning and will support the development and implementation of an integrated M&E framework to a high standard. He/She will be responsible for tracking outputs and outcomes throughout the projects life span and manage data effectively, thus contributing to quality reporting, continuous learning, programme adaption, innovation and increased visibility of the impact of Trócaire’s work. The role will work closely with partners on improving their internal MEAL capacity, plans and will contribute to the design of new programming.

Reporting to Program Manager, this is a Fixed Term contract for 1 years, based in Freetown, Sierra Leone and is unaccompanied.

Key Duties & Responsibilities
• Provide technical leadership in the development and implementation of overall monitoring and evaluation framework for project implementation.
• Support activity monitoring, evaluation, learning, and reporting, including the management of appropriate systems to track progress against targets, document lessons learned, and produce timely, accurate, and complete reports in compliance with donor requirements.
• Develop monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance.
• Support the development and implementation of a project wide learning agenda in line with Trócaire’s Country Strategy and approaches.
• Oversee the development and submission of timely, accurate, and complete reporting and the use of innovative technology for documentation.
• Regularly review and update ongoing project’s MEL plan.
• Work closely with programmes team and Trócaire implementing partners to strengthen capacity in data collection, reporting and use of data for decision making.
• Institute regular use of performance monitoring data, project to harmonize and streamline collection and use of data for program activities and learning, among programme officers, partner staff and other relevant stakeholders.
• Support partner M&E and project staff to: manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.; ensure that all data is up to date and ready for immediate use; review reports prior to submission to donors and headquarters; assist Trócaire programme staff with preparation of reports as appropriate.
• Build capacity of Trócaire and partner staff, on the use of data for decision making and performance improvement.
• Provide technical assistance and training to program teams and partner organizations as necessary.
• Act as a one of the focal point for Safeguarding work of Trócaire SL with a focus on safe programming

Person Specification – Essential Requirements
(E) Qualification Master’s degree in international development, economics, statistics, research methods, social science, or a related field.

(E) Experience At least 7 (seven) years of high-level experience in design and implementation of performance monitoring as well as performance and/or impact evaluation, analyses, and assessments of development and humanitarian projects.

Demonstrated experience developing and monitoring performance indicators, assessing and tracking data quality, data management, and training

Demonstrated experience training/facilitating workshops with several types of stakeholders on M&E topics: proven ability to distil complex information down to useable and understandable information for stakeholders.

Experience developing and implementing performance monitoring plans.

(E) Skills Skills in Excel, Word, and other Microsoft Office software and data analysis software, such as SPSS or Stata.

Technical skills in data management, MEAL, survey design, mapping and/or assessment required.

Fluent in written and spoken English
