MEAL and Quality Assurance Manager At IMPACT civil society research and development

General Description of the Organization:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT’s main areas of intervention are capacity building, research, peacebuilding, and diaspora engagement.

Background:

The USG-funded Syrian Civil Society Program aims to support the development and strengthening of civil society organizations in Syria, particularly those working seeking to protect civic space, promote social cohesion, and advance local authority accountability. The program will support the capacity-building of these organizations and provide technical assistance to enable them to effectively engage in advocacy and service provision.

Job purpose:

The role of the MEAL & QA Manager is to provide strategic direction to monitoring, evaluation, accountability and learning (MEAL) and ensure project deliverables are met according to the project’s M&E plan and methodology. The MEAL Manager will be solutions oriented and will focus on developing and improving strategies, coaching and training the team. The MEAL and QA manager will report to the Program Manager and coordinate with M&E managers at IMPACT.

Duties, objectives and competencies:

Strategic Direction

  • Promote a culture of Learning and evidence-based decisions in IMPACT and program team.
  • Draft and regularly update MEAL work plan and data collection plan.
  • Seek solutions to key management and implementation problems in the MEAL teams.
  • Provide strategic direction to the MEAL Team.
  • Work with Head of Departments, and MEAL teams to improve the Accountability processes, including developing a strong feedback system.
  • Develop, implement, and monitor MEAL Systems within an organization.
  • Develop and implement a comprehensive MEAL strategy and work plan in close collaboration with program staff and local partners.
  • Develop and implement appropriate data collection tools and systems to measure program impact, and ensure data quality and accuracy.
  • Conduct regular monitoring of program activities and support the development of a monitoring plan to track progress against program objectives.
  • Lead the development of the program’s evaluation framework, and ensure that evaluations are conducted in a timely and effective manner.
  • Support the development of learning systems and processes to ensure that program staff and local partners have access to relevant and timely information on program performance.
  • Provide technical assistance to program staff and local partners on MEAL-related topics, including data collection and analysis, and reporting.
  • Reviewing and approval of MEAL plans by subgrantees.
  • Coaching field MEAL officers.
  • Managing and coordinating field MEAL officers.
  • Preparing regular updates reports and contributing to the monthly progress reports with the project manager to NEA/START.
  • Coordinating with grants management on the progress of project implementation and lessons learned.
  • Mapping actors in target areas and updating annual actors maps, in collaboration with IMPACT and Baytna’s respective teams.
  • Running baseline and endline assessments on projects.
  • Finalizing organizational capacity assessments reports for subgrantees for the capacity building coordinator.
  • Reviewing internal processes and ensuring their compliance with NEA/START regulations.
  • Reviewing forms and templates for subgrantee and donor communication.
  • Ensuring the quality of reports submitted.

Coaching and Management

  • Help to prioritize MEAL functions and tasks, ensuring that adequate staff are assigned to carry out their tasks
  • Provide capacity building, coaching and leadership to develop new leaders and technical experts.

Other Duties:

  • Other tasks required by the line manager

Requirements:

  • Bachelor’s degree in international development, social sciences, or a related field.
  • Minimum of five years of experience in MEAL, program management, or related fields, preferably in the context of USG-funded international development programs.
  • Strong knowledge of MEAL principles and practices, and experience designing and implementing MEAL systems for complex programs.
  • Experience conducting program evaluations, and knowledge of evaluation methods and tools.
  • Excellent data analysis and management skills, including proficiency with statistical software such as SPSS, STATA, or R.
  • Excellent communication and interpersonal skills, with a demonstrated ability to build effective relationships with diverse stakeholders.
  • Fluency in English is required, and proficiency in Arabic is strongly preferred.
  • Demonstrated ability and willingness to work in and with a wide range of cultures.
  • Creative and resourceful approach to developing and implementing innovative solutions.
  • Highly skilled in MS Excel and database platform, ArcGIS, Power PI, mobile data collection, statistical software.
