MEAL Assistant At GOAL

General Description of the program:

GOAL operates in Haiti mainly in vulnerable neighborhoods in the metropolitan area of ​​Port-au-Prince and in Jérémie.

Since its arrival in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today, GOAL is in a strategic transition phase between emergency, rehabilitation and development. In all its programs, GOAL adopts an approach based on community engagement and participation.

All the programs implemented by GOAL have the common objective of increasing the resilience of communities to risks and disasters by creating a more secure environment where access to economic resources is facilitated.

General Job Description:

Under the supervision of the MEAL Officer and in close collaboration with other members of the GOAL Haiti MEAL team, the Monitoring, Evaluation, Accountability and Learning Assistant will be responsible for providing technical support to the Program teams in the development, implementation and/or revision of monitoring and evaluation tools deemed useful for the smooth running of the project. He/she will be responsible for ensuring that beneficiaries are involved in the design of the assistance they receive and that there is an effective and reliable mechanism for them to provide feedback to GOAL-Haiti. In addition, he/she will be responsible for facilitating the dissemination of information to communities, and ensuring good practices and lessons learned are reviewed and shared.

More specifically, the Assistant MEAL Officer:

Monitoring

  • Participate in the development, periodic review and/or implementation of project monitoring tools: database, trackers, data collection tools, activity evaluation sheets, etc.;
  • Conduct regular field visits to contribute to the control – quality, promptness and completeness of the activities organized by the Program and produce reports after each visit to document its observations and share the recommendations of the MEAL team with the teams concerned;
  • Validate and cross-check project data through documentation review, spot checks, databases and review of tracking tools to ensure quality of data collection.

Assessment

  • Ensure the quality of data collected in the various surveys through training of investigators, supervision of data collection and evaluation of investigators;
  • Participate in the supervision of field surveys;

Accountability

  • Support the MEAL Officer in activities to strengthen the accountability mechanism to beneficiaries, which also includes capacity building of partner organizations on this theme;
  • Support the MEAL Officer in monitoring complaints and feedback for GOAL-Haiti, which facilitates the

beneficiaries/communities to record complaints and share information;

  • Ensure that beneficiary feedback is properly captured, analyzed and used by the program team.
  • Promote the complaints and feedback mechanism.

Learning

  • Participate in the animation of “lessons learned” activities organized by the MEAL team for the benefit of the various projects: restitution of survey results, reflection workshops, training, etc.;
  • Participate in the collection of best practices, case studies that demonstrate qualitative and quantitative changes.
  • Ensure documentation and sharing of lessons learned from project activities and provide timely and constructive feedback to the program team as appropriate.

GIS

  • Conduct specific GPS surveys for project interests including geo-referenced photos for program monitoring, verification of data obtained by satellite.

Other Tasks

  • Support the program team in the design of dissemination documents (Posters, Flyers, Brochures, etc.)
  • Contribute to the design of external presentation documents
  • Support the program team in archiving communication media (photos, sound, etc.)
  • Conduct induction sessions for field staff on taking quality photos
  • Support GOAL-Haiti’s accountability focal point in promoting the complaints and feedback mechanism.
  • Perform any other tasks required by the MEAL Manager.

Candidate Profile Required:

  • Have a degree in social sciences, statistics or any other related field
  • Have at least 2 – 3 years of work experience in an NGO, international organization or other non-profit organization, with at least 2 years of experience in monitoring and evaluation of development and/or humanitarian projects
  • Excellent command of Windows software: Word, PowerPoint, Ms Project, Outlook and Excel in particular
  • Proven experience in collecting data on digital media and good command of commonly used software (ODK Collect, CommCare, etc.)
  • Proven experience in the development and implementation of qualitative monitoring and evaluation tools and approaches
  • Strong ability to work in a team and transmit knowledge and skills
  • Responsiveness, sense of initiative, rigor in the execution of daily tasks, but flexibility in its organization
  • Good time management and ability to work under pressure
  • Good communication skills in French, both oral and written
  • Excellent facilitation and discussion group moderation skills
  • Excellent oral presentation skills
  • Excellent demonstrable written skills in French
  • Excellent time management skills
  • Excellent accuracy skills, attention to detail and commitment to quality
  • Strong analytical skills and experience in writing evaluation reports • Excellent knowledge of Creole and French (written, read and spoken)
  • Fluency in English and/or Spanish is an asset. Desirable:
  • Mastery of the principles of accountability in a humanitarian and/or development context;
