ZOA is a Dutch humanitarian organisation that supports vulnerable people affected by violent conflict and natural disasters in fragile states, helping them to lead dignified and resilient lives.

ZOA operates in over 14 countries in difficult locations, where our field staff directly provide assistance to the most vulnerable victims of displacement. Countries where ZOA is present include Burundi, Colombia, DR Congo, Ethiopia, Iraq, Liberia, Myanmar, Nigeria, Sudan, South Sudan, Syria, Uganda, Ukraine and Yemen.

In Colombia, ZOA’s head office is located in Riohacha, La Guajira. ZOA is implementing cash, food security, water, sanitation and hygiene projects in the departments of La Guajira, Atlántico, Antioquia, Arauca, Casanare, Cundinamarca, Nariño, Norte de Santander, Santander, Valle del Cauca.

Operations in Colombia began in 2019, focusing on food security and WASH interventions serving beneficiaries supported by institutional donors, UN donors, and ZOA’s private donor group.

Purpose of the position

The ZOA MEAL Assistant plays a key role in the implementation of monitoring, evaluation and accountability activities of projects and their participants, supporting data collection, process supervision and follow-up of interventions. Their work is geared towards ensuring that monitoring, evaluation and accountability processes are carried out efficiently, supporting the analysis of results and ensuring that quality standards are met in the organization’s projects.

Main functions and responsibilities

  • Support the establishment and implementation of an effective project monitoring and evaluation system
  • Support monitoring processes in cash, food security, and shelter sectors.
  • Support the response process of the ZOA national hotline, which receives questions, complaints and requests from participants and other stakeholders.
  • Development of M&E tools (quantitative and qualitative) for evaluations and surveys
  • Ensure data quality (creation of surveys, efficient data collection, notes and stakeholder engagement) with the help of digital data collection tools, in particular; Kobo Tool box and database management
  • Ensure that all learning (challenges and best practices) is recorded in the program
  • Analyze and clean M&E data submitted by ZOA field staff and the national helpline to be used for reporting
  • Support the updating of the message grid for the population and project participants
  • Support the development of baselines
  • Include CHS standards in the program and devise the accountability mechanism in the program
  • Maintain and update existing indicator tracking tools and M&E documents as necessary to demonstrate the effectiveness of project interventions
  • Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed or incorporated into all project implementations as part of ensuring accountability.
  • Support the training of project officers, project assistants and other data collection teams in conducting the assessment and ensure that assessments are carried out during the proposal and induction phases.
  • Ensure that data is disaggregated by sex, age, disability (SADD), and that accountability and gender norms are systematically met in data collection and programme implementation
  • Use innovative tools like Kobo, Power BI and new tools as they become available and use charts and tables to present data.

Skills and Experience

Identity

  • The candidate is expected to support ZOA’s identity, vision and mission.
  • Affinity with emergency work and international NGOs.

Education

  • Professional in engineering, statistics, economics, demography, social sciences and/or related fields.

Knowledge / Experience.

Minimum 1 year of relevant experience in database management, programming, information analysis.

Technical Competencies

Indispensable:

  • Project cycle management
  • Advanced Office Skills (Outlook, Word, Excel, Power Point)
  • Analysis of qualitative and quantitative data.

Desirable:

  • Mastery of a data visualization program such as Tableau or Power BI.
  • Knowledge of programming language.

Special working conditions

  • This position will be performed completely remotely.

Salary indication

A contract for a specific job or task is initially planned for 6 months, and can be extended for additional time depending on the donor’s funding. The salary is established according to the ZOA salary scale with an amount of $2,034,829 . This salary may vary depending on the experience certified by the applicant.
