Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

Purpose

The DRC WARO is looking to recruit an experienced, highly qualified, and enthusiastic professional to provide a key and strategic support for the development and review of all documentation between the donor, the Fund Management Unit and the different implementing partners. The DRC WARO is in discussion to be the fund manager for the Sahel Regional Fund (hereafter: SRF), which will be a strategic regional fund. To ensure the selection and contracting of all the different partners with robust and valid documents, the DRC WARO looks for a MEAL Coordinator for a short-term mission.

The MEAL Coordinator will be based in Dakar and there is no travel required. This position is a senior one, requiring a strong previous experience in developing MEAL tools. This position also requires a full professional proficiency in French language.

Duties and Responsibilities

Under the authority of the startup Fund manager, and in close coordination with the DRC Regional team, the MEAL Coordinator will reinforce DRC West Africa Regional Office capacities to meet DRC and the donor’s requirements with regards to the MEAL policy and the related tools.

The main responsibilities and tasks of the MEAL Coordinator are the following:

Prepare and develop MEAL tools for the FMU and its partners

  • Develop standardized data collection tool that will allow the aggregation of data for the outputs/outcomes across the 3 Consortia and DRC project to be able to map out the contribution of the various activities into the different dimension of changes and into the collective outcomes which has been envisioned for the SRF.
  • Prepare the database that will gather all the data collected on field
  • Develop the means of communication to enable data sharing with the partners
  • Develop the MEAL guidelines to be followed by the SRF.

Draft the framework of the field visits

  • Draft standard Terms of reference to be adapted by the Meal officers before going on the field
  • Draft a first schedule of visit for the duration of the project for the Meal officers

Prepare the Kickoff meeting with the partners and the training on Meal

  • Present the tools and guidelines to the partners at the kickoff meeting
  • Prepare training and refreshers material regarding the MEAL aspects.

In addition to the above, the MEAL Coordinator may be asked to carry out other duties requested by the Startup Fund Manager.

Required Qualifications

  • At least 5 years of professional experience working with humanitarian / development organisations with responsibilities in a MEAL department.
  • Highly developed skills and demonstrated capacity developing MEAL strategies and mechanisms, including implementation and training in related principles and practice.
  • Experience in writing high quality proposals for large donors, such as DFID, EU, ECHO, USAID, OFDA, UNHCR, and other UN agencies
  • Knowledge of donor rules and regulations
  • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment
  • Minimum 2 years of experience working with INGOs and international organizations with the following sectors in their portfolio – protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction
  • Proficiency in common computer packages i.e. Word, Excel, Power point etc
  • Experience living and working in a cross-cultural, multi-sector, team environment
  • Ability to work well under pressure and in adverse conditions
  • Demonstrated commitment and strict adherence to confidentiality
  • Effective communication skills (written and verbal)
  • Languages: Fluency in written and spoken English and French

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
