MEAL Coordinator – Kabul, Afghanistan (National/International) At Geneva Call

Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and the protection of the medical mission. In Afghanistan, Geneva call runs a program in more than 6 areas of the country aiming at increasing the protection of civilians. Overall, Geneva Call aims to develop humanitarian engagement with armed actors and communities as a means to create space for dialogue on the protection of civilians.

Role

Under the supervision of the Head of Mission, the MEAL Coordinator ensures the organization’s highest standards of compliance with donor requirements, lead the monitoring and evaluation activities of the country office and contributes to the policy analysis and advocacy activities.

Main activities

MEAL

  • Working with the Head of Program, support the development of the MEAL plan in country.
  • Conduct an initial review of data collection tools and collection processes to support the development of project and country-level database.
  • Develop indicator tracking tools and MEAL matrix for all projects.
  • Develop the necessary reporting tools, including online/offline surveys, training reports, pre-post tests, etc.
  • Train the team in using the different tools and in data collection.
  • Develop quality monitoring and evaluation reports.
  • Develop success stories based on the reports received.
  • Establish context-relevant beneficiary feedback mechanisms, ensuring meaningful participation of service users and community members.
  • Develop a system to monitor the policies and practices of armed organizations at local and national level in terms of civilian protection.
  • Lead the team in gathering secondary data and developing needs’ assessment based on available external reports.
  • Manage the development of baselines and end-lines.
  • Support Program Team in conducting mid-term and after-action review meetings.
  • Encourage regular communication with communities through focus group discussions to monitor the evolution of protection challenges.

Grants Management & Reporting

  • Work closely with the program and finance teams to develop standard reporting templates, and a reporting calendar for all report submissions (establishing clear internal and external deadlines).
  • Share email reminders each month with reporting templates that will support improved narrative and logframe reporting and timely donor submissions.
  • Review project proposals.
  • Lead in the development of interim and final reports.
  • Regularly develop ad-hoc reports to be shared with existing or potential donors.
  • Contribute to represent the organization towards donors.
  • Lead with the Head of Programme the monthly program review meeting.

Other duties

  • Acting Head of Programme during its leave.
  • Additional tasks based related to MEAL, Grants and Advocacy, based on the Country Director’s request.
  • The Country Director may request additional support to the consultant in line with the above ToR, when it comes to policy analysis, advocacy, MEAL and the development of IHL related material.

Main qualifications

Education and experience

  • Completed Master Degree in Political Science, Law or any other relevant field.
  • A degree in International Humanitarian Law or Human Rights Law would also be an asset.
  • At least 5 years in a humanitarian/human rights/protection organisation with a similar role and with increasing level of responsibilities.

Technical skills

  • IT Tools (MS Office, Excel, email).
  • Demonstrable knowledge of issues of humanitarian affairs and capacity for in-depth analysis.
  • Data collection and analysis.
  • Report/Policy Paper/Advocacy paper writing with highest standards of English.

Personal skills

  • Understanding and respect for organizational principles, vision, mission and confidentiality.
  • Strong logic and organizational skills, flexibility and adaptability to change.
  • Ability to take responsibility, proactive and efficient functioning, strong communication skills.
  • Experience in drafting interim & final reports for donors.
  • Experience in conducting and drafting needs’ assessment.
  • Experience in engaging with international stakeholders through advocacy or research.
  • Experience working in consortium with other organizations.
  • Knowledge of IHL and Human Rights Law.

Languages

  • English (C1-C2).
  • Knowledge of Dari/Pashto is an asset.
