Hand Tasks:

● Support the Programme Coordinator in the development and revision of the mission’s MEAL strategy, in accordance with AVSI standards.
● Provide relevant inputs in the development of indicators and measurement means in the design and planning of the project proposal (logic framework, definition of indicators, MEAL and accountability plans), ensuring that the MEAL is an integral part of the project life cycle and that resources are included in the development of proposals.
● Participate in the development, updating and implementation of participatory assessment and monitoring tools and processes. Facilitate accurate data collection and effective reporting of monitoring information in accordance with agreed objectives, ensuring accountability to funders, clusters and beneficiaries.
● Follow up with the MEAL Officer on the timely implementation of surveys (baseline, endline, PDM and other surveys/exercises, etc.) in the response sites in accordance with the MEAL plans.
● Promote all aspects of the MEAL sector to support the creation of an organizational culture that promotes quality programming and ensures that the MEAL system is understood and supported at the mission level. Respect and promote AVSI policies and report to the Head of Mission any non-compliance with policies among teams or partners.
● Guide the MEAL Officers in the planning of his work, the development of ToR and the appropriate use of monitoring tools and support them in the analysis of data.
● Participate in regular meetings with the programme team to monitor the implementation of the programme and adapt the MEAL activities accordingly, as well as all the MEAL related activities carried out at regional and global level.
● Regularly conduct technical support field visits to support MEAL Officers and project teams in monitoring ongoing programs.
● Ensure that the soft and hard versions (including electronic) of the MEAL tools and files are properly archived, secured and easily accessible in accordance with standard mission procedures.
● Support the MEAL Officers in the formulation of recommendations to improve the activities and follow-up of recommendations.
● In collaboration with the Head of Mission and regional manager MEAL, has developed learning tools and promoted workshops and learning exercises with the Programs and MEAL teams.
● Participate in trainings and workshops on the MEAL sector, and represent AVSI at events related to the MEAL as needed.
● Review and consider the project database at the beginning of each project.
● Support the program team in the creation of data collection tools, if necessary, and in the systematic analysis and collection of data for projects.
● Develop and improve dashboards according to the requests of the Head of Mission and the Programs team.
● Ensure regular updating of indicators in the project database and report project indicators to clusters and other relevant stakeholders as required.
● In collaboration with the MEAL and Accountability Officers, ensure the strengthening and development of high-quality MEAL activities as well as the establishment of effective and sustainable accountability mechanisms, including a complaints and feedback mechanism for beneficiaries, stakeholders and funders.
● In coordination with the Head of Mission develop, refine, monitor, systematically analyze and provide feedback on the mission’s complaints, feedback and response mechanism (CFRM).
● Ensure compliance with cross-cutting themes (gender, vulnerable categories, data protection, etc.) in all MEAL activities and ensure that community engagement is carried out in an appropriate and respectful manner, managing expectations and providing a transparent, beneficiary-oriented service.
● In collaboration with other members of the MEAL team, ensure that staff are regularly trained on the accountability approach (AAP).
● Help conduct investigations related to complaints by providing all relevant investigative documents, if necessary.
● Provide regular reports on the progress of the MEAL activities. Prepare and submit quality reports ensuring that they are highly accurate,complete and well documented.
● Support and review reports prepared by MEAL Officers by making recommendations to improve activities, and follow up on recommendations.
● Support the Program Coordinator in the production of high quality analytical reports to illustrate the impact of AVSI, including evidence of good practice and replicable programs, and ensure that they are communicated in an appropriate manner.
● Plan and supervise, in close coordination with the human resources department, the associated processes (recruitment, training/integration, evaluation, potential detection, development and communication) of the staff under its responsibility in order to ensure both the adequacy of the workforce and the level of knowledge required, and to improve the skills of the staff. Manage MEAL staff, monitoring and supporting them.
● Organizer of weekly meetings with staff members.
● Identify training needs for staff under their direct responsibility. Promote the use of learning systems and events in coordination with different departments and the SMT.
● Ensure the monthly planning of the MEAL team and report progress to the Head of Mission.

ESSENTIAL REQUIREMENTS

Education: University education in Statistics, Political Science, Social Science (or any other relevant field) or equivalent training that includes studies related to quantitative analysis.
Professional Experience:
ie Minimum of three years of experience in MEAL (monitoring, evaluation, learning and accountability).
”Experience in drawing, planning and carrying out quantitative surveys and qualitative research.
Experience in the implementation of MEAL systems.
”Experience in the’ support to the’writing of project proposals.
(expertise in information management systems (prior knowledge and experience of using data collection, data management and statistical analysis tools) and good level of Excel skills.
^ Desirable experience in the implementation of mechanisms for complaints and feedback from beneficiaries.
