MEAL Coordinator-Urban youth-Mogadishu. At CARE

CARE is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering and displacement caused by drought, conflict, floods disease outbreaks among others. We invite applications from experienced and talented individuals for the positions of Finance MEAL Coordinator-Urban youth -Mogadishu.

General Objective

He/she will work very closely with CARE partners and Government line Ministries of the Federal Government of Somalia. Reporting to the Program Director; the MEAL Coordinator will ensure the development and operationalization of a robust M&E system for the projects under the Urban youth Program, ensuring high-quality monitoring and evaluation of program delivery and reporting. The incumbent will be responsible for establishing; modifying and monitoring key program performance indicators and recording physical progress for specific programmes and projects within the Urban Youth Programme. In addition, he/she will play a significant role in program development including log frame and M&E plan development, donor-level reporting, data/information management, and capacity building of CARE and partner staff in Somalia.

Specific Roles and Responsibilities

R1: Technical Leadership and support to Program MEAL (45%)

  • Provide leadership in the development of the MEAL system for each project under the Urban Youth Program, including M&E Plans, M&E tools, survey design, methodology, data analysis, and other services as may be required for program/project monitoring and evaluation
  • Guide and assist the program Team to accelerate MEAL rollout, focusing on developing and implementing project-specific MEAL strategies, tools, systems and plans that are in line with CARE’s global M&E systems and feed into CARE global indicators/databases
  • Address shortfalls in monitoring, evaluation and information management that affect program implementation.
  • Ensure projects/Initiatives use the necessary M&E systems and tools to inform and improve each individual project as well as feed into a Program-level data management system and country strategy.
  • Assist in the recruitment of competent M&E program staff and organize the program teams to perform M&E activities.
  • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data.

R2: Project Evaluation and Accountability (25%)

  • Coordinate the consultants contracted to conduct the baseline, mid-term and end term project evaluations.
  • Complete field monitoring and evaluation trips for the completion of special assignments and reports, in combination with field office M&E capacity-building for the production of quality M&E data, reporting, and learning.
  • Organize joint quarterly monitoring visits to project sites together with the Government Line Ministries and relevant consortium staff at all levels to monitor progress and offer guidance/support as required.
  • Support the finalization of the M&E framework and ensure partners and stakeholders are clear on roles and responsibilities therein.
  • Ensure that data being gathered remains in line with project outcomes, milestones, and indicators, and that there is a system in place to track community contributions, other requirements as per the M&E framework
  • Drafting, editing and producing written briefers or reports on program as necessary to promote project objectives and disseminate information to CARE, and Somali audiences.
  • Coordinate with other donor projects on linkages and cross-learning complimentary issues for greater impact.
  • Prepare evidence-based consolidated reports (quarterly, annual and final) as per donor requirements
  • Establish standardized complaints and feedback mechanism and ensure system is functional (document feedback received and how the project addressed it).

R3: Staff Capacity building (10%)

  • Undertake M&E knowledge skills capacity assessment of CARE and partner programme staff and provide recommendations for addressing any gaps identified
  • Design and implement tailored in –house M&E trainings for CARE and partner staff

R4: Staff supervision (10%)

Directly supervise day to day roles of 2 programme staff with M&E functions

  • Undertake performance management of staff supervised

R5: Other cross cutting roles(5%)

  • Establish working relationships with the rest of the country office M&E coordinators /advisors
  • Contribute to overall CARE Somalia M&E system development /management
  • Share/ exchange M&E knowledge and experiences with other CARE programmes

R6: Other duties as assigned (5%)

Problem Solving

There are three levels of problem-solving: 1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined. The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined. Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations. He or she will face and address problems that are typically non-recurring.

Education/Training

Required

  • Minimum University degree in social sciences, information management, Statistics or other closely related disciplines with additional training on M&E

Desired

  • Post Graduate Degree Desirable

Experience

  • At least 5 years of relevant work experience in program monitoring and evaluation preferably in NGO set up
  • Minimum 4 years’ experience in designing and implementing practical monitoring and evaluation system
  • Proficiency using one of the common statistical analysis software packages is required (SPSS, Stata, and SAS or EpiInfo).
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required. Experience living and working in challenging environments preferred.
  • Excellent interpersonal and cross-cultural communications skills
  • Ability to work independently and as a virtual team member.
  • A full commitment to CARE’s core values and humanitarian mandate.
  • Extensive travel experience preferred.
