MEAL Expert at People in Need Slovakia

ABOUT PEOPLE IN NEED SLOVAKIA

People in Need Slovakia (PIN SK) is a Slovak non-profit organisation, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. Currently, PIN Slovakia is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine and we are looking for senior humanitarian professionals to help PIN SK‘s response to the escalating situation.

PIN SK has been active in eastern Ukraine along the ‘Line of Contact’ since 2014. We have been providing WASH – repaired destroyed pipelines and provided a stable access to clean water to hospitals, elderly facilities, schools and social centres. We provided humanitarian assistance during the conflict in 2014, including regular winterisation assistance to elderly people at the ‘Line of Contact’. We also provided shelters and repaired houses damaged by the conflict, and also provided PSS for vulnerable and elderly through hiring and skilling social carers who were then visiting elderly twice a week and assisted them with social support. Lastly, we have been providing PSS for children and parents dealing with trauma from the conflict. Recently, we were supporting local municipalities (ATC gromadas) though capacity building, negotiation and democratic principles.

We are part of the international People in Need network and are structurally and programmatically linked to People in Need in Czech Republic. Thanks to this partnership we are able to combine our strength as one of the biggest non-profit organisations in Slovakia with that of People in Need in Czech Republic as one of the biggest non-profit organisations in Europe.

ABOUT THE ROLE

People in Need Slovakia (PIN SK) is looking for an experienced MEAL Expert to join its field mission in Slovakia / Western Ukraine (Uzhgorod), depending on the circumstances and requirements.

The MEAL Expert will be responsible for an overall coordination of all MEAL related processes and procedures for PIN SK’s humanitarian programme in Ukraine; develop MEAL tools, SOPs and mechanisms in line with cluster reporting and donors’ and PIN SK guidelines. Later, the position will be responsible for developing MEAL across the Relief and Development Department and projects.

The ideal candidate for this position is an experienced humanitarian professional who has a proven track record of developing/delivering M&E in emergencies, including data collection and tracking. S/he is a strong communicator who is able to sensitively navigate a multi-cultural working environment and build constructive relationships with both colleagues and external partners. S/he is able to work independently, deliver assistance which is accountable to affected populations under tight timeframes.

The lead role and responsibilities will be performed in close cooperation with the Head of Relief and Development Department, Emergency Coordinator, Grants/Project Managers and Project Coordinators.

MAIN DUTIES & RESPONSIBILITIES

Develop M&E system and assist with accountability processes

  • Develop a MEAL programme for the emergency response in Ukraine and Slovakia in line with the regulations, principles, humanitarian/development standards, Clusters
  • Develop required SOPs and data collection mechanisms/tools
  • Develop and maintain project reporting M&E (ex ante, ex post)
  • Lead implementation of the ethical principles in all MEAL processes
  • Draft and regularly update MEAL CP work plan; validate it with stakeholders
  • Promote and strengthen the understanding of the importance of MEAL within the organisation
  • Set objectives for the projects and MEAL structure across the projects.
  • Facilitate recruitment of staff dedicated for MEAL processes, if required.
  • Contribute to proposal writing to ensure resources for MEAL tasks/processes, including the relevant budgeting of MEAL necessary costs.

Ensure programmatic and strategic consultancy in MEAL assignments

  • Set up an adequate monitoring and evaluation system applicable for the whole Humanitarian Programme in Ukraine
  • Directly conduct data collection in the field along with the team, ensure the processes are well implemented and regularly conducted and reported
  • Implement electronic systems and tools in MEAL processes (e.g. KoBo, ActivityInfo), including regular reporting and outputs of the PIN SK’s humanitarian mission

Support internal learning, capacity building and facilitate quality improvement in relation to domain of MEAL

  • Develop potential learning events in regards to MEAL and contribute to team members’ capacity development
  • Promote internal learning via sharing findings from MEAL activities and reflection on lessons learned related to MEAL
  • Provide outputs to the communication department that include data and statistics relevant for the wide audience and donors

MAIN REQUIREMENTS

  • Minimum 3 years of senior management and MEAL experience
  • Bachelor’s or Master’s degree in statistics, research & development or equivalent
  • Strong Experience in the NGO field with a focus on emergency programmes
  • Planning & Organising – ability to plan own work and manage conflicting priorities
  • Good communication (spoken and written) skills, including ability to explain and present complex information and prepare written documents/communications in a clear, concise style
  • Ability to undertake regular field visits for data collection and MEAL implementation
  • Teamwork – Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural environment with sensitivity and respect for diversity
  • Excellent command of English
