II. ORGANIZATION AND POSITION OVERVIEW

Welthungerhilfe is a German-based international non-profit humanitarian and development organization. The ultimate vision of Welthungerhilfe is to see a world without hunger and poverty. WHH has been working in four regions of Somaliland (Awdal, Maroodi-jeh, Toghdeer and Sanaag) since 2001 with multisector interventions. It secures funding mainly from the German Government external cooperation (BMZ, AA) and private donors of Germany for its interventions in Somaliland. Objectives, duties, areas of responsibility.

1. Objectives of the position

Implementation of project activities according to the specified deadlines and organizational, contractual and financial directives. Depending on the specialist division, the Expert is responsible for carrying out procurement activities, implementing technical measures, and/or implementing social components within the framework of the specified project assignment.

Under the direction and guidance of the Regional MEAL Coordinator, the Monitoring and Evaluation Expert will have the responsibility of leading and coordinating M&E functions of WHH Somaliland programme.

Duties and area of responsibility

2.1. Duties with own area of responsibility

  1. Coordinates the application of WHH program Monitoring, Evaluation, Accountability and Learning (MEAL) framework in all WHH running projects
  2. Supports and checks inclusion of WHH comprehensive MEAL system and donor requirements in the future programs and projects
  3. Leads the undertaking of baseline surveys, midterm & final evaluations and other need-based assessments or reviews / evaluation of ongoing and future emergency and development programs / projects
  4. Establishes standard planning /reporting system and templates for WHH office
  5. Assists the program in preparing monthly, quarterly, annual and other need based internal and donor standard reports
  6. Document good practices with particular emphasis on food nutrition security components for an internal knowledge management or for external advocacy purpose
  7. Assists the capacity building efforts through different opportunities and means for WHH and partner staffs on M&E
  8. Ensures all beneficiaries are aware of the key elements of WHH Projects/Program and the expectations and standards.
  9. Build up progress on minimum accountability standards and mechanisms, lead the development of a plan to meet WHH global accountability commitments in WHH Somaliland interventions.
  10. Supports the program staff to apply HAP and standards to their work in the design, implementation, monitoring and evaluation of WHH projects.

2.2 Duties without own area of responsibility

  1. Develops key promotional messages in consultation with WHH program team
  2. Participates in the review of feasibility, efficiency & quality of IEC materials
  3. Supports organizing key WHH workshops and assembly events
  4. Lead in organizing and conducting awareness raising campaigns, information dissemination events etc. for target groups
  5. Collects important and sufficient PR materials from WHH intervention areas
  6. Organizes the program of and participates in donor visits to project areas
  7. Takes the lead in dissemination of communication materials to relevant stakeholders
  8. Perform any other duties assigned.

2.3 Specific Activities and duties of the position

  1. Performs his/her job in strong communication with regional MEAL coordinator
  2. Assists to ensure compliance of activities with project communication strategy by following donor and WHH guidelines
  3. Establishes WHH Somaliland communication and PR framework in accordance with WHH and donor needs
  4. Develops minimum standards and requirements for WHH and donor visibility and gives a follow up the application in all WHH projects
  5. Maintains documentation management system and establishes a common folder requirement in terms of a hard/soft copies in WHH O365 network.

III. JOB REQUIREMENTS

1. Knowledge/ Qualifications

1.1 Professional/ formal qualification

§ Master’s degree in economics, statistics, program development, rural development, or other related fields

1.2 Job-related professional experience

§ 5 years professional experience working in planning, M&E of food and nutrition security programs and emergency interventions

§ Strong technical expertise in M&E, Project Cycle Management and result based reporting, Knowledge in core humanitarian standard commitments

§ Ability to work and deliver expectations with limited/little supervision

§ Excellent/demonstrated analytical, presentation, communication, reporting skills.
