**Specific responsibilities and tasks:**Under the supervision of the country coordinator, the MEAL Lead is responsible for designing, developing, coordinating and implementing the monitoring – evaluation-learning-accountability system for all projects executed by the FAIRMED Foundation in CAR. Specifically, he/she will be responsible for:

Responsibility n°1: Monitoring, Evaluation

  • Coordinate the development of tools and strategies for collecting the data required for the calculation of project performance indicators and logical frameworks in conjunction with the program coordinator;
  • Organize and supervise the regular collection of data required for the calculation of project performance indicators in the region of assignment;
  • Ensure the quality of data collected and reported from projects across the RCA program;
  • Analyze the data and identify trends and induced changes if possible;
  • Promote an effective and coherent system of analysis, dissemination and management of information allowing the efficient use of results for decision-making based on evidence, at all levels of intervention;
  • Provide technical support for capacity building and training on program monitoring/evaluation aspects to various collaborators and partners at the national, regional and district levels;
  • Provide the required information and contribute to the preparation of periodic project activity reports;
  • Ensure regular updating of the national database in the Logalto software;
  • Participate in the regular supervision of field activities for the triangulation of data collected and the support of project coordinators;
  • Ensure the archiving of all relevant tools and documents produced by the MEAL unit;
  • Establish a data collection system for FAIRMED RCA projects by improving the quality of primary tools used in health facilities and internally:

Responsibility No. 2: Accountability

  • Ensure compliance with minimum accountability requirements (information sharing, participation and feedback mechanisms) in all projects;
  • Support the development and implementation of appropriate accountability mechanisms (complaints/feedback mechanisms) as part of the overall system;
  • Support capacity building of staff and partners in the area of ​​accountability;
  • Manage and coordinate the complaints mechanism databases of all projects.

Responsibility #3: Learning

  • Ensure that learning is integrated into all program activities;
  • Participate in ensuring that results and lessons learned from the monitoring, evaluation, accountability and learning system are shared with beneficiaries and stakeholders in a meaningful and appropriate manner;
  • Ensure documentation of case studies, successful experiences, lessons learned and best practices;
  • Support the identification of training needs in these areas for project staff and partners for the project areas covered;
  • Coordinate action research operations and special studies wherever possible;

Responsibility No. 4: Contribution to project management

  • Participate in annual or multi-year project planning, ensuring the establishment of a coherent intervention logic and a logical model for all new projects;
  • Coordinate mid-term/end-of-term evaluation missions of projects;
  • Ensure follow-up on the implementation of supervision and evaluation recommendations;
  • Have sensitivity to cross-cutting themes and experience integrating these themes into development programs;

Have proven writing skills.

Technical knowledge and skills (essential)

  • Have proven experience in the implementation of health projects, the fight against Neglected Tropical Diseases and Maternal and Child Health.
  • Be able to work in an area with a volatile security context.
  • Mastery of the tools, techniques and processes for creating, managing and administering health databases specifically for tracking indicators of Neglected Tropical Diseases with cutaneous manifestations, Maternal and Child Health and DHIS2;
  • Skill in analysis software and IT tools specifically in packages (SPSS, EPI info, Excel, Power Point, Access, KOBO and others)
  • Good understanding of approaches based on gender equality, inclusive development for people with disabilities, strengthening the health system, the triple Nexus approach, and the development of participatory approaches
  • Good experience in training/facilitation for a variety of groups.
  • Excellent communication skills in French, both oral and written; Mastery of the English language is an ASSET
  • Commitment to understanding the vision, mission, and values ​​of FAIRMED;
  • Proven expertise in accountability management (implementation, operationalization of mechanisms, etc.)
