Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

Over four decades of conflict have had a severe impact on the country. Afghanistan is going through a turbulent period, since NATO and US military interventions in 2001 removed the Taliban from power. During 2021, after a very intense fighting period between April 2021 until August 15th, the Taliban took over the capital city of Kabul and the President Ashraf Ghani resigned, handing over the Government to the Islamic Emirate of Afghanistan.

It is not clear how the context will evolve.

Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 250 national staff in five locations, three bases (Kandahar, Nimroz, Kunduz and Herat) and Kabul main office and recently began to work in Nimroz with remote management from Kandahar.

YOUR MISSION:

Reporting to the Country Director, your missions will be:

1. Strategy : You define and oversee the implementation of MEAL and IM action plans within Afghanistan**

· You design and roll-out a coherent and comprehensive remote management MEAL framework

· You develop an accountability framework for the mission and roll out an inclusive feedback and complain mechanism

· You are responsible for the implementation of monitoring systems, data collection, information management, evaluation, accountability towards affected populations and the management of knowledge adapted to the context and in compliance with HI standards;

2. Expertise

2.1. You contribute towards improving HI’s response within Afghanistan

· You are responsible, within your geographical scope, to put in place mechanisms for ensuring accountability towards affected populations;

· You contribute towards the articulation and application of HI’s institutional policies and cross-cutting approaches.

2.2. You contribute towards defining and improving the quality of projects in line with HI’s global frameworks and technical standards

• You provide technical support to technical specialists for establishing quality indicators, monitoring methods and data collection tools;

• You contribute to the design and drafting of project proposals;

2.3. You contribute towards improving the quality of the management of projects within your scope of responsibility, as defined in HI’s Project Planning, Monitoring and Evaluation policy

• You provide technical support to the project teams for the implementation of monitoring, evaluation and accountability tools and methods;

• You provide technical support to the Operational Manager, Country Director and project managers for the application of PME policy;

• You oversee the application of PME policy within your geographical scope;

2.4. You contribute towards the ownership of learning frameworks and methodologies by the programmes and by HI in general

• You are responsible, within your geographical scope, to implement processes and methods for collecting, analyzing, modelling and ownership of the knowledge produced; •

• You propose an analysis of the information collected and the knowledge produced to strengthen collective learning;

• You ensure the continuous improvement of learning frameworks and methodologies;

• You ensure access to relevant internal and external information

3. Management

• You assume the role and stance of manager for his/her staff and helps facilitate MEAL and IM sector development

• You foster a team spirit and teamwork to develop the necessary synergies between the Programme’s different services. You encourage the exchange of practices within and between services;

• You contribute to the development, autonomy and professional well-being of your staff: sets individual objectives; ensure that the know-how and motivation of your team corresponds to the organization’s needs; assesse your staff’s individual performance; contribute towards their career development.

YOUR PROFILE :

· You hold a Masters in humanitarian aid and/or development and/or international project management, or in any other similar and relevant area

· You have a minimum of 5 years’ experience of coordinating emergency projects, including at least 2 years in MEAL functions

· You have an experience in setting up of MEAL and IM systems

· You have an excellent knowledge of Project cycle management and knowledge management

· You have an excellent understanding to accountability with regard to affected populations /Safeguarding policies /Participatory approaches

· 6 months International contract starting from 1st, December 2021

· The international contract provides social cover adapted to your situation:**

o Unemployment insurance benefits for EU nationals**

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2860 € gross/month upon experience

· Perdiem : 452 € net/month – paid in the field

· Hardship : 500 € net/month paid with your salary

· Paid leaves : 25 days per year;

· R&R : A special system of R&R is in place with time for rest out of the country of 5 days every 6 weeks.

· Position: unaccompanied

· Housing : Collective taken in charge by HI**
