MEAL Manager – Damascus (Syria) At Triangle Génération Humanitaire

The overall objective of the MEAL Manager is to ensure the development and implementation of the MEAL system of TGH mission in Syria.

Under the Country Director’s supervision and in coordination with the Program Coordinators, the MEAL Manager will supervise the MEAL officer and MEAL Assistant and will be in charge of:

Monitoring and evaluation

  • Oversee the country MEAL systems, ensure its efficiency and effectiveness, suggests improvements and is warranty of these systems being integrated in the country programmes.
  • Regularly updates the MEAL work plan that includes all ongoing projects and planned M&E activities. Provide advice on the type, frequency and design of monitoring tools and activities.
  • Lead and supervise the creation and updating of MEAL databases and tools, based on program needs.
  • On a monthly basis, lead and supervise the compilation of collected data from field teams, in coordination with the MEAL and Program teams.
  • Lead the analysis of data collected, in coordination with the Program teams and Reporting and Grants Officer.
  • Ensure that data are fed into management decisions and used in program management.
  • Support the program teams and the technical units in the definition of surveys and evaluations (sampling, questionnaires, baseline/endline surveys and technical studies etc.)

Accountability and Learning

  • Ensure an effective implementation and use of the Complaints and Feedback Mechanisms as per the SOP in place.
  • Ensure that complaints/feedbacks are properly collected, analysed, addressed and processed in a timely manner and in complementarity to specific procedures in place (eg. PSEA, Fraud and Corruption, Security Plan, etc.).
  • Oversee proper management of the CFM central database.
  • Ensure that the collected complaints and feedbacks are used to improve practice in programming.
  • Collect and help capitalizing on the good practices and lessons learned under each project, and ensure that they are followed up.
  • Work to ensure that TGH staff, partners, beneficiaries and contractors understand and follow the procedures of the CFM.

Support to reporting activities

  • Oversee data analysis and production of M&E reports.
  • In collaboration with Coordinators and Reporting and Grants Officer, contribute to donor project proposals and funding efforts (particularly the design of the logical framework and formulation of SMART indicators) and reports (through analysis and interpretation of findings).

Team management

  • Manage the MEAL officer and MEAL Assistant in their daily tasks related to the monitoring and evaluation.
  • Implement regular staff appraisals and HR follow-up.
  • Provide capacity building for Syria team on MEAL processes and techniques, in collaboration with Program Coordinators.

Mission strategy

  • Actively participate in monitoring the context and humanitarian needs in TGH’s areas of intervention, collect and synthesize available resources.
  • Contribute to identify and conduct the required needs assessments and developing the relevant methodologies and implementation modalities.
  • Identify and design innovative practices to increase the effectiveness and efficiency of M&E procedures and project management.
  • Support the Country Director on the strategy orientation based on a global analysis of the activities

Others

  • Support the Country Director and Coordinators on an ad hoc basis on some cross-cutting topics.
  • Represent TGH at high-level national forums, such as M&E technical working groups.
  • Participate when possible in conferences and workshops related to M&E and keep abreast of best practices and new knowledge in the M&E sector.

Profile

Educational background and experiences

  • University level degree, preferably a Master degree in project management
  • At least two years of experience in a MEAL position in humanitarian environments
  • Experience in working with different donors and good knowledge of their procedures (ECHO, HF, OCHA, CDC, SDC, UNHCR…)
  • Experience in the humanitarian sector (INGOs, LNGOs, UN agencies, etc.)
  • Experience in the Middle East and/or knowledge of Arabic would be an asset

  • Familiarity and experience with data collection and online survey platforms (e.g. Kobo, Google Forms, Google Sheets, Google Data Studio, etc.), quantitative and qualitative analysis software as well as data visualization applications.
  • Strong interpersonal skills and demonstrated ability to work effectively on a team and under pressure
  • Developed skills for organization, multitasking and tasks prioritization
  • Excellent communication and writing skills in English. Preferably competent user of French spoken and written

Information

Position: MEAL Manager

Country: Syrian Arab Republic

Location: Damascus

Duration: 06 months, renewable (depending on availability of fund) – starting October 2022

Place in the org. Chart: Under the direct responsibility of the Country Director

Conditions: Salaried contract, gross monthly salary from €1 900 to €2 600 depending on experience, monthly per diem USD 850, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months. Non family duty station.
