Likes of the position:
Support the Program Coordinator and the Head of Mission in the management and implementation of monitoring, evaluation and learning processes, activities and tools throughout the project cycle, in accordance with the monitoring, evaluation and learning plans, in order to guarantee the quality and relevance of the intervention. Work closely with colleagues to foster a culture of learning and knowledge management.
Main tasks and responsibilities
Monitoring and Evaluation:
● Support the Program Coordinator in the development and review of the mission’s MEAL strategy, in accordance with AVSI standards.
● Provide relevant contributions in the development of indicators and means of measurement in the design and planning of the project proposal (logical framework, definition of indicators, MEAL and reporting plans), ensuring that the MEAL is an integral part of the project life cycle and that resources are included in the development of proposals.
● Participate in the development, updating and implementation of participatory evaluation and monitoring tools and processes. Facilitate accurate data collection and effective reporting of monitoring information in line with agreed objectives, ensuring accountability to donors, clusters and beneficiaries.
● Follow up with the MEAL Officer on the timely implementation of surveys (baseline, endline, PDM and other surveys/exercises, etc.) in the intervention locations in accordance with the MEAL plans.
● Promote all aspects of the MEAL sector to support the creation of an organizational culture that promotes quality programming and ensures that the MEAL system is understood and supported at the mission level. Respect and promote AVSI policies and report to the Head of Mission any non-compliance with policies among teams or partners.
● Guide MEAL Officers in planning their work, developing ToRs and the appropriate use of monitoring tools and supporting them in data analysis.
● Participate in regular meetings with the program team to monitor program implementation and adapt MEAL activities accordingly, as well as all MEAL-related activities carried out regionally and globally.
● Carry out regular technical support visits to the field to support MEAL Officers and project teams in monitoring ongoing programs.
● Ensure that the soft and hard versions (including electronic) of MEAL tools and files are correctly archived, secure and easily accessible in accordance with standard mission procedures.
● Support MEAL Officers in formulating recommendations to improve activities and follow-up on recommendations.
● In collaboration with the Head of Mission and the regional MEAL manager, developed learning tools and promoted workshops and learning exercises with the Program and MEAL teams.
● Participate in training and workshops on the MEAL sector,
Data Management:
● Review and consider the project database at the start of each project.
● Support the program team in creating data collection tools, where necessary, and in systematically analyzing and collecting data for projects.
● Develop and improve dashboards according to requests from the Head of Mission and the Programs team.
● Ensure regular updating of indicators in the project database and report project indicators to clusters and other relevant parties as needed.
Accountability and complaints mechanism:
● In collaboration with MEAL and Accountability Officers, ensure the strengthening and development of quality MEAL activities as well as the establishment of effective and sustainable accountability mechanisms, including a complaints and feedback for beneficiaries, affected parties and donors.
● In coordination with the Head of Mission develop, refine, monitor, systematically analyze and provide feedback on the mission’s Complaints, Feedback and Response Mechanism (CFRM).
● Ensure compliance with cross-cutting themes (gender, vulnerable categories, data protection, etc.) in all MEAL activities and ensure that community engagement is carried out appropriately and respectfully, managing expectations and providing a transparent, beneficiary-oriented service.
● In collaboration with other MEAL team members, ensure that staff are regularly trained on the Accountability Based Approach (ABA).
● Assist in conducting complaint-related investigations by providing all relevant investigative documents, if necessary.
Reporting
● Provide regular reports on the progress of MEAL activities. Prepare and submit quality reports ensuring they are highly accurate, complete and well documented.
● Support and review reports prepared by MEAL Officers by making recommendations for improving activities, and ensuring follow-up on recommendations.
● Support the Program Coordinator in producing high-quality analytical reports to illustrate the impact of AVSI, including evidence of good practice and replicable programs, and ensure these are communicated appropriately .
Human resources management
● Plan and supervise, in close coordination with the human resources department, the associated processes (recruitment, training/integration, evaluation, potential detection, development and communication) of the personnel under his responsibility in order to guarantee both adequacy of staffing levels and the level of knowledge required, and to improve staff skills. Manage MEAL staff, monitoring and supporting them.
● Organizer of weekly meetings with staff members.
● Identify training needs for staff under his direct responsibility. Promote the use of learning systems and events in coordination with different departments and SMT.
● Ensure monthly planning of the MEAL team and report progress to the Head of Mission.
Essential Requirements
Education
- University training in statistics, political sciences, social sciences (or any other relevant field) or equivalent training
Professional experience
- Minimum of five years of experience in MEAL (Monitoring, Evaluation, Learning and Accountability).
- Experience in developing and conducting quantitative and qualitative surveys.
- Experience in implementing MEAL systems and supporting the writing of project proposals.
- Expertise in information management systems (knowledge and prior experience using data collection, data management and statistical analysis tools) and good level of Excel skills.
- Desirable experience in implementing complaint and beneficiary feedback mechanisms.

Required skills and experience
- Good experience in education project management and construction, rehabilitation and equipment of school infrastructure and latrines;
