Focus on our activities in Mali, Burkina Faso and Niger

As part of its regional approach to the Central Sahel, PUI has been operating in Mali since 2013, in the regions of Kidal (Kidal, Tessalit and Abeibara circles), Gao (Ansongo circle – 2014) and Mopti (Bankass and Bandiagara circles – 2019), particularly affected by population movements. The coordination office is based in Bamako and the logistics and pharmacy platform in Sévaré. Since 2020, PUI Mali has aimed to develop integrated approaches in its intervention areas, recognizing the complexity, diversity and interconnection of issues. These approaches are defined around the needs and vulnerability of populations, and strive to respond simultaneously to all the causes of these vulnerabilities.

PUI has been operating in Burkina Faso since July 2020 through activities to maintain the continuum of care for populations affected by the crisis in the Eastern region (Fada and Gayéri districts). PUI’s intervention in the East was structured around two pillars: supporting the resilience of the healthcare system and emergency response through the deployment of mobile clinics. Since June 2021, PUI has also been deployed in Sebba in the Sebba DS (Yagha Province, Sahel region).

PUI has been present in Niger since 2017, as part of its regional strategy in the Central Sahel region, particularly in the Agadez and Tillabéri regions, since the deterioration of the security situation in the “3 borders” area, and implements health programs to help vulnerable populations. Today, PUI has a coordination office in Niamey as well as two operational bases in Ouallam and Torodi, in the Tillabéri region and an operational base in Maradi.

And what about the Sahel multi-country MEAL Coordinator in all this?

As a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator you will be responsible for guiding the overall MEAL strategy and its implementation or related activities within projects while providing timely and relevant information to stakeholders.

To this end, your responsibilities will be as follows:

  • Strategy: You will lead the design and deployment of a robust, context-specific MEAL strategy and operational support integrating cross-cutting issues (gender, protection, accountability, do-no-harm, community participation, disability, etc.)
  • Training and technical support: You will provide methodological support to all program teams on technical issues related to MEAL and cross-cutting issues such as: design of the MEAL plan, collection of quantitative and qualitative data, measurement of indicators, complaint response mechanism, “do no harm” analysis, terms of reference for internal and external evaluations, etc.
  • Monitoring and evaluation: You will ensure the quality and relevance of internal monitoring and evaluation activities, recommendations and analyses produced by your department (studies, maps, etc.).
  • Accountability: You will ensure that your department provides cross-functional support and is well integrated with all departments (functional links) as well as consistent with all coordinators and managers.
  • HR Management and Capacity Development: You will support the training of program teams in your areas of expertise.
  • Knowledge Building: You will contribute to strengthening institutional knowledge and improving MEAL methods and techniques.

The challenges that await you:

– Develop a MEAL strategy by country, taking into account the specificities of the different missions with standardized tools and procedures – Harmonize MEAL tools and procedures in order to guarantee quality standards in the 3 countries – Ensure qualitative monitoring of the projects implemented based on effective data management – Carry out systematic and objective evaluations of the projects – Deepen the accountability systems of the 3 countries

What You’ll Need to Succeed

  • Education: You can demonstrate a higher degree (min. Master 2 or equivalent) in social sciences, public health, project management, statistical sciences or another relevant sector.
  • Experience: You have at least two years of experience in an international NGO, professional experience abroad and at least two years in supervising MEAL teams. Do you already have experience in setting up a MEAL department or in emergency response? This will be highly appreciated. Have you already worked with Première Urgence Internationale? This will be an undeniable asset!
  • Skills: You demonstrate strong analytical and synthesis skills, written communication skills, and know how to transfer knowledge to diverse audiences through training and mentoring. You are proficient in Excel, databases, Kobo and other data management software. You have good knowledge of project management, statistics and sampling methods.
  • Required qualities: You are able to work independently and take responsibility in a proactive approach, with good management of priorities and workload. You demonstrate good leadership, problem-solving skills, and know how to ensure effective and timely results. You demonstrate flexibility, adaptability, diplomacy, and strong resilience to stress.
  • Languages: Do you speak French and English like the back of your hand? Great, it’s essential for this position! If you also speak Arabic, that would be a definite asset.

  • Status: Executive on Fixed-Term Contract
  • Gross monthly salary: 2,650.00 – 3,130.00 EUR depending on your experience in international solidarity + 50€ per semester of seniority with PUI
  • Insurance including medical and supplementary health coverage, 24-hour assistance, repatriation and pension provision

  • Break scheme: 5 working days at 3 and 9 months of mission + break bonus
  • Paid Leave Plan: 5 weeks of paid leave/year + return plane ticket home every 6 months
