JOB SUMMARY

The Accountability Officer will be responsible for ensuring the effective implementation of MedGlobal’s Accountability to Affected Populations (AAP) framework, with a particular focus on information sharing, community participation, complaints and feedback mechanisms, and accountability in project design, monitoring, and evaluation. The officer will support the establishment and maintenance of a robust Complaint and Feedback Mechanism (CFM) to ensure that beneficiaries’ concerns are documented, addressed, and integrated into program improvements.

MAIN DUTIES AND RESPONSIBILITIES:

  • Complaint and Feedback Mechanism (CFM) Management:
    • Oversee the implementation and effectiveness of MedGlobal’s CFM, ensuring it is accessible, transparent, and responsive.
    • Manage and document complaints and feedback, ensuring prompt response and resolution in coordination with relevant departments.
    • Develop and maintain a systematic tracking mechanism to monitor trends in complaints and feedback received.
    • Conduct field visits to monitor the implementation of project activities based on the monitoring and evaluation plan.
    • Perform any other related tasks as assigned by the supervisor.
  • Community Engagement and Participation:
    • Promote beneficiary participation in project planning, implementation, and evaluation.
    • Ensure that affected populations are provided with accurate and accessible information about MedGlobal’s programs and services.
    • Conduct focus group discussions (FGDs), community meetings, and other participatory methods to gather feedback.
  • Training and Capacity Building:
    • Facilitate training sessions for staff and partners on accountability principles, beneficiary engagement, and complaint-handling mechanisms.
    • Support program teams in integrating accountability measures into project design and implementation.
  • Monitoring and Reporting:
    • Ensure accurate and timely documentation of accountability activities, including regular reporting on feedback trends and response actions.
    • Assisting in assessing needs by conducting a field survey during the project design period.
    • Analyze complaints and feedback data to provide insights for program improvement.
    • Support the development and revision of accountability-related policies and standard operating procedures (SOPs).
    • Perform any other related tasks as assigned by the supervisor.
  • Coordination and Compliance:
    • Work closely with MEAL, Protection, and Program teams to ensure accountability mechanisms align with humanitarian standards and organizational policies.
    • Create a database for reports and all files related to the project and archive them to facilitate access to them at any time.
    • Ensure adherence to Core Humanitarian Standards (CHS) and best practices in accountability to affected populations.
    • Coordinate with external stakeholders, including humanitarian partners and community representatives, to strengthen accountability practices.
    • Perform any other related tasks as assigned by the supervisor.

QUALIFICATIONS AND SKILLS:

should have the following skills, education, and experience:

  • Bachelor’s degree in Social Sciences, computer science, engineering, Development Studies, or a related field.
  • Minimum of 2-3 years of experience in accountability, MEAL, or related roles within the humanitarian sector.
  • Experience in managing complaints and feedback mechanisms and engaging with affected populations.
  • Strong interpersonal and communication skills, with the ability to facilitate discussions and gather community insights.
  • Proficiency in conducting field surveys, focus group discussions, and designing accountability tools.
  • Ability to analyze feedback trends and produce reports for program improvement.
  • Excellent knowledge of monitoring and evaluation methodologies.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and data collection tools (Kobo).
  • Native Arabic speaker with basic English proficiency.
