MEAL Officer (Yumbe)

The job holder is responsible for supporting the MEAL function in Yumbe including, design and implementation of basic MEAL tools to adequately plan, monitor, and report in an accurate and timely manner on program performance. In collaboration with the Regional MEAL Manager, Project Manager and the Project team, the job holder will ensure that the Project undertakes routine monitoring & data quality assessment, information sharing, collecting, tracking and responding to feedback and complaints from Programme stakeholders. He/she will ensure that quality bench marks are used/adhered to during implementation of Programme activities and will implement the documentation strategy for impact stories, reports, best practices lessons learnt while feeding into programme processes.

In addition, The MEAL Officer is responsible for establishing and implementing the data-platform systems for the project to promote evidence-based decision-making, programme and project performance. He/she will also be responsible for ensuring and maintaining an accurate and up to date database to inform the Project indicators, including providing training and on-going support for the project staff to ensure timely and quality data collection, analysis, storage, retrieval and reporting. The incumbent will participate in providing data for production of project periodic reports, compiling data on project progress performance against set targets and related data activities.

EXPERIENCE AND SKILLS

Essential:

  • Minimum of a Bachelor’s Degree Statistics, Quantities Economics Demography, Population studies or any related academic qualification and equivalent field experience.
  • At least two years’ experience of managing data and reporting for both project level and field level in a reputable I/NGO
  • Knowledge and use of various survey methods for monitoring of different programs.
  • Experience in training and mentorship of programme staff as well as District level stakeholders in data collection and reporting
  • Broad knowledge and understanding of development of MIS, data and information management

Desirable

  • Strong analytical skills and strategic planning abilities.
  • Sound written and oral presentation skills.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must. Microsoft office especially word, spreadsheet (Excel), Access, SPSS and GIS applications).
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Excellent time management and planning capacity.
