MEAL Officer (for Cambodian National only) At Handicap International – Humanity & Inclusion

HI, founded in 1982 in Cambodia and working today in more than 60 countries, is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

In Cambodia, 3 projects are currently implemented in Phnom Penh, Siem Reap, Kampong Cham, Tboung Khmum, Takeo, Prey Veng, Siem Reap, and Kratie provinces.

  • SHARE project comprises of two components:
  1. Inclusive Education (IE) component: ensuring accessibility of inclusive education for people with disabilities in particular girls.
  2. Rehabilitation (REHAB) component: increasing access to quality rehabilitation services and strengthening referral with the health system.
  • Accessibility project: accessibility promotion for an Inclusive and Supportive Environment for All. The accessibility project promotes and disseminates the national accessibility guidelines, as well as disability inclusion
  • Development And Risk Management (DARM) project: supporting long-term development and risk management of the Cambodian Self-Help Demining Organization.

HI is recruiting a qualified candidate to fulfill the following post:

Position MEAL Officer

Location: Phnom Penh

Contract Type: Unspecified Duration Contract (UDC)

Working Schedule: Full time (40 hours per week)

Expected starting date: As soon as possible

Salary and Benefit Package: Salary rank is between USD 578 to USD 613 (D.2) and other benefits are in accordance with HI’s remuneration policy.

The MEAL Officer position is to provide technical support and to act as an advisory body for project activities and tasks. MEAL’s role is to build and strengthen existing systems and frameworks in order to implement project requirements while keeping exact to the actual situation in the field.

Main Responsibilities:

Mission 1: Strategy and steering

  • In close collaboration with the Regional MEAL Manager and the project managers, ensures the implementation of systems for monitoring, data collection, information management, evaluation, accountability to affected populations, learning, and knowledge management that are adapted to the intervention context and enable compliance with HI standards;

Mission 2: Operational implementation

  • Supports projects managers to implement the minimum project management processes described in PME (Planning, Monitoring & Evaluation) policy and guidelines
  • Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys
  • She/he is responsible for the implementation of the data and management systems defined at the project level with support of the Regional MEAL Manager.
  • She/he is responsible for compliance with the HI standards applicable to project evaluations with the support of the Regional MEAL Manager.
  • She/he is responsible for the application of the mechanisms defined by the Regional MEAL manager to provide accountability to affected populations.
  • Contributes to learning and the continuous improvement of HI’s interventions.
  • Contributes to the external representation and promotion of HI’s MEAL expertise.

Mission 3: Emergency preparedness and response

  • Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

Experiences and Qualifications:

  • A bachelor’s or master’s degree in project management, information technology, or a related field is required. Minimum of one year’s experience in humanitarian aid and development project management, or in Monitory Evaluaiton Accountabilty Learning-related jobs.
  • Skilled in Results and indicators monitoring.
  • Knowledgeable in the Planning and coordination of qualitative and quantitative surveys, dissemination of findings and project evaluation.
  • Knowledgeable in quantitative and qualitative data collection, as well as qualitative analysis.
  • Skilled in information management strategy, data structuring and data quality.
  • Basic skill on accountability to populations, Learning lessons from experience and continuous learning.
  • Advanced Excel skills.
  • Advanced command of the English language.
  • Proven behavior competencies include organizational skills, autonomy, team play, and communication.
