The Specialist will support proposal writing, assessment, monitoring, evaluation, and accountability, through building the capacity of program staff and M&E Officers and direct involvement. The MEAL & Quality Specialist will ensure WRSS’s representation to donors is accurate and of high quality The MEAL and Quality Specialist will lead consortium partners in ensuring program quality by conducting regular meetings and operational audits.
Role & Responsibilities

- Lead the development and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework.
- Provide technical support and capacity building to consortium partners and WR M&E team on MEAL practices.
- Ensure compliance with donor requirements and project objectives.
- Prepare and present detailed reports on project performance and quality standards.
- Collaborate with the project management( RSRTF specialist and compliance and Finance specialist) team to implement recommendations and improvements.
- Monitoring
- Conduct regular operational audits and quality assessments.
- Work with the program team to develop/review M&E tools to measure progress on achieving set objectives.
- Conduct quarterly monitoring visits to all project sites and submit a field visit report within a reasonable time after the visit
- Review project M&E matrices, guide the implementation team, and supervise monitoring activities as indicated in respective project M&E matrices
- Organize and facilitate regular meetings with consortium partners to ensure program quality. Meet regularly with M&E teams and on cascading indicator tracking tools at all project locations
- Provide project monitoring updates to the Director RSRTF project management team(PMT) and Director of Grants Management and Business Development
- Develop and maintain data collection and analysis systems to track project progress and impact of projects Evaluation
- Lead needs assessments for new areas/sectors, including design, budget, and logistics for the assessment.
- Manage evaluations and assessments for existing projects, including design, budget, and logistics for the assessment.
- Lead in development of terms of reference, recruitment and supervision of external evaluation consultants contracted for assessments or evaluations.
- Lead in conducting internal project evaluations of all major projects and prepare project reports
- Conduct quarterly review meetings with the M&E team and key project/program staff in all field locations.
- Learning and Program Development
- Work closely with the business development team in the design and development of new grants and project proposals
- Regularly conduct capacity needs assessment for all M&E staff and key project/program staff in all field locations
- Conduct regular capacity-building sessions for national M&E staff to support them in their roles.
- Build the capacity of WR program and partner organizations staff on program quality and reporting.
- Coordinate regular review meetings and lessons learning events, profile lessons, and good practices for scaling up.
- Lead in recruitment, supervision, management, and capacity building of all M&E teams across all WR locations.
- Quality and Accountability
- Regularly review the Complaints and Feedback Mechanisms, document, compile and share reports from all field locations
- Ensure programming is implemented in strict adherence to Core Humanitarian Standard Principles
- Lead WRSS in establishing and improving accountability mechanisms to project participants.
- Advise on humanitarian standards and best practices.
- Represent WRSS in other forums and with other actors, as needed.
- Deputize to cover leadership positions, as needed, both field sites and country office.
- Reporting and knowledge management
- Coordinate the submission of reports to donors by ensuring data streams, reviewing draft reports, and keeping a schedule of grant report due dates to ensure timely submission.
- Compile Weekly, Monthly, and Quarterly Reports with the Deputy Country Director and RSRTF Program Specialist.
- Liaise with Home Office staff for reporting monthly indicators in collaboration with WR global monitoring systems.
- Report findings from field locations to sector experts for their advice and document lessons learned. Create and manage repository for final/ approved program documents online and hardcopies
- Ensure timely submission of all donor and internal reports per the agreement
- Work with communications team to develop and share quality human impact stories on monthly basis
Knowledge, Skills, & Abilities
- Proficiency in Microsoft Office and data collection/analysis apps and software
- Excellent written and oral English communication skills
- Ability to maintain performance expectations in a hardship location
- Proficiency in at least one M&E software

- Able to affirm and/or acknowledge World Reliefs Core Beliefs, Statement of Faith, Christian Identity and National Evangelicals For the Health of The Nation document
- Bachelor’s degree in international development, Statistics, M&E, or related, master’s degree preferred
- 5 years’ experience in M&E with a multi-sectoral portfolio, 3 years’ experience in humanitarian response
- Experience in reporting for grants from public funding (USG, UN, EU, etc.)
- Up to 100% domestic and/or international travel required
