Mission

The Medical Coordinator is responsible for the design, development, supervision and improvement of the medical strategy and health and nutrition activities of MdM programs in the area. It ensures the quality of services supported by MdM by integrating Triple Nexus approach into health programs thereby strengthening the local healthcare system’s ability to withstand and recover from crises while promoting sustainable development and peacebuilding. He/she represents the organization in all technical strategic and coordination forums and ensures proper communication and coordination with key stakeholders.

Geographical scope of intervention

The successful candidate will be based in North-East Syria with travels to MdM base in Dohuk (KRG).

Organisation chart

The successful candidate will be part of the coordination mission team and will report directly to the Country Coordinator. He/she will have direct technical link with Health Advisor in HQ.

Functions

Team management:

Technically supervises health staff

Provide technical advice on recruitment of any health staff (medical, pharmacy, nutrition staff).

Ensure the proper management of the staff under his/ her supervision according to MdM vision, policies, and values.

Identify priorities for capacity building trainings including Triple Nexus approach and nutrition and facilitate internal trainings on-job trainings for the health teams and support staff.

Holds technical meetings, briefings, and debriefings with the health team.

Context analysis, Strategy and Program Development:

Participates in collaboration with the Senior Management Team in the continues updating of the overall MDM strategy in NES.

Contribute to the design of new mission-relevant health interventions based on identified health needs in the country, in line with MDM’s health policy and intervention framework.

Participates in the timely design and writing of concept notes and proposals for funding

Participates in the writing of donor reports and other internal reports of the organization.

Is responsible of the planning and implementation of the health-related activities with a Triple Nexus approach.

Ensures activities are implemented and carryout as a part of the global framework.

Responsible for updating program needs (alert in case of outbreak or other emergencies).

To design and conduct health assessments in collaboration with MHPSS Coordinator and health team.

Program quality and technical monitoring:

To provide technical supervision and support to the organization’s and implementing health programming activities. Promote the development of emergency and EPREP plans in healthcare centers/local system.

Ensures the quality of healthcare and follows-up protocols in the health center according to internationally accepted MdM standards, including control of communicable diseases and rational use of antibiotics

To ensure health programs utilize standardized policies and guidelines according to LHA/NES Forum and WHO. Ensure and oversee quality of the activities in the programs.

Analysis of medical data received regularly from MdM team or/and partners and sharing with the mission and HQ.

Monitors medicine and medical device consumptions, as well as stock levels, and proposes technical guidance and action points to the pharmacy team

Report and analysis of the epidemiological data; provide an analysis of the morbidity and mortality in the areas of intervention desegregate by age and gender.

Coordination:

Works in coordination with the NES MHPSS Co to ensure that medical and MHPSS services are well integrated both at the coordination level and in the field.

Represent MdM at relevant coordination meetings (Health Working Group, NES Forum, Nutrition Cluster…) and bilateral meetings with local health authorities and partners

Develops and maintains positive relationships with all relevant stakeholders in the country.

Coordinates health activities with other NGOs and partners in the same area of intervention.

Communicating with donors and HQ upon request by the Country Coordinator.

Participates and is part of the MdM International Network.

Medical/pharmaceutical procurement and stock management:

Participates in collaboration with logistics team in the medicine and medical supply orders.

Reviews, validates and/or prepares (if necessary) new medical purchase orders, and reviews and validates the technical characteristics of quotations.

Ensures the proper medical/pharmaceutical procurement and stock management as per pharma management framework in collaboration with the pharma and logistics team.

Ensures the proper disposal of expired/damaged medicines and medical devices, in accordance with current legislation, MdM procedures, and international standards, in collaboration with pharmacy and logistics team

Management of health risks for MdM staff

Be responsible for the existence, awareness, updating and application of safety standards relating to the health of MdM personnel: health guidelines, MEDEVAC protocol, first aid kits, etc.

Participate in the definition and implementation of the health policy of the MdM teams.

Technically support the response to emergency incidents and the management of critical incidents with a health component.

Minimum requirements

Required qualifications

Academic background:

Medical Doctor University Degree or Registered Nurse.

Desirable:

Master’s in international Cooperation and/or Humanitarian Aid, Public Health, gender and human rights.

Knowledge and/or experience with acute malnutrition management programs.

Public Health Studies.

Triple Nexus knowledge/training.

Requirements

Language: English C1. Arabic and/or Kurdish are an asset.

Computer requirements: User level of Microsoft Office Excel and/or software for collect and data analysis.

Experience

At least 3 years’ experience in positions with similar responsibilities (Identification and formulation of health projects, health and/or nutrition project management, health team management) at expiate level, with a total of 5 years of experience in humanitarian projects funded by international donors.

Previous experience in emergency contexts.

Previous experience in armed conflicts and/or Middle East region.

Team coordination experience.
