The medical referent will be responsible for coordinating the implementation of the health component. He or she must ensure the technical quality and smooth running of the health component, strengthen and guide the field team, and develop new project ideas in the health field. He/she will support health authorities in identifying and prioritizing health needs in the region. The representative will also be responsible for strengthening the technical capacities of the moughataa management teams in management, planning and supervision. He/She will ensure the representation of Action Against Hunger in the bodies coordinating health interventions at the regional level.
He/she must ensure:
- reducing the rate of morbidity and mortality linked to malnutrition through effective and quality care;
- strengthening the prevention of malnutrition by using the 1000-day window of opportunity to promote the growth and development of children and the well-being of women of childbearing age;
- improving the consideration of health and nutrition issues in national programs and their implementation by integrating the gender aspect and promoting the advocacy strategy.
Main activities
Objective 1: Guarantee the quality of the implementation of the health component of the project
Tasks :
– Guarantee good project cycle management (project design, progress of activities, monitoring-evaluation, capitalization);
– Support the regional and moughataa management teams in the assessment and analysis of needs in health structures (training of medical equipment, consumable medical drugs and nutritional inputs);
– Support the regional and moughaataa management teams in the organization of annual operational planning (PAO) workshops;
– Support the project team in monitoring the budget and achieving the commitments made in the intervention proposal, readjusting the Budget if necessary in conjunction with the Regional Finance Manager and the Field Coordinator;
– In collaboration with the WASH team, support health authorities in assessing needs in terms of construction and rehabilitation of health structures;
– Support the project team in monitoring construction and rehabilitation work at health structures;
– Support regional and moughataa management teams in the organization of public health campaigns (vaccination, screening, supplementation and deworming);
– Support regional and moughataa management teams in planning and organizing mobile outings;
– Support the project team in monitoring and analyzing epidemiological data in collaboration with the regional and moughataa management teams;
– Guarantee the adequacy of the project in compliance with national and international health directives;
– Promote and supervise primary health care activities at health facility and community level;
– Supervise training for staff from health structures supported as part of joint training;
– Support the capitalization of good practices of the health program, experiences, evaluations by applying the capitalization policy of Action Against Hunger;
– Guarantee continuous collection of health and nutritional data on the contexts of the project intervention areas;
– Support the organization of meetings to coordinate health interventions in the HEC region;
– Ensure the representation of ACF in all bodies coordinating health interventions.
Objective 2: Supervise, manage and strengthen the capacities of the program team
Tasks
– Ensure capacity building of the project team in terms of effective management (planning, monitoring and execution of activities);
– Strengthen the capacities of the project teams on the package of primary health care activities;
– Strengthen the skills of teams in supervising primary health care activities;
– Ensure monthly analyzes of all activities carried out within the framework of the project compared to the progress of the project indicators;
– Support the identification of team training needs based on assessments and on-site observation;
– Design, organize and lead training sessions for the teams responsible for the health component;
– Organize and manage regular team meetings (weekly or monthly) and make individual updates as necessary;
– Support the updating of the various health component monitoring tools as well as recovery plans in the event of delays in the execution of certain activities;
– Provide support to teams on the organization and coordination of work;
– Provide support for daily questions from team members (technical questions);
– Strengthen the capacities of CDPs in terms of monitoring the performance of the project team through tools such as the implementation of individual action plans.
Objective 3: Write reports for donors and contribute to the development/revision of the mission strategy and the writing of proposals
Tasks
– Reporting;
– Contribute to the development of monthly APRs for the project linked to the health component (narrative and statistics);
– Support the project team in updating the electronic and physical technical archiving plan;
– Ensure regular monitoring of health project data on Gespra;
– Define and monitor reporting indicators adapted to the health/nutrition project;
– Collect Health/Nutrition statistical data;
– Carry out a regular summary of the indicators at the scale of your project (APR, reports, surveys, screening report, vaccination report, monitoring of zero doses, etc.), produce an analysis and write the necessary reports for the Field Coordinator, and technical coordination;
– Contribute to the drafting of new health/nutrition projects (narratives and budgets) in conjunction with the Field Coordinator, the base support team and technical coordination;
– Guarantee quality reporting of project activities taking into account lessons learned.
Objective 4: Represent Action Against Hunger, develop partnerships at the local level and ensure the capitalization of experiences and lessons learned
Tasks
– Develop and structure communication with local contacts (regular meetings, identification of preferred local contacts and development of collaboration with these contacts), in order to promote a harmonious and productive relationship with them;
– Participate in regional coordination meetings, meetings with authorities, visits from donors and partners;
– Encourage the signing of protocols of understanding with partners operating in the same area: refer to them regularly to ensure that the collaboration follows the planned framework.
Description of the candidate
Education: Diploma in general medicine or a specialization in public health
Knowledge of Food and Livelihood Security and WASH desired
Experience in health project management.
Specific technical knowledge:
- Knowledge in the field of Health/Nutrition and institutional strengthening
- Management skills preferably on multi-sector projects
- Knowledge of strengthening the pillars of the health system
- Experience in project management in the Sahel or Mauritania.
Experience (years): Have experience of at least 2 years in public health management, with Action Contre la Faim or another international organization.
Knowledge of the humanitarian sector:
- Knowledge of donor procedures DUE, ECHO, HCR etc.
- Knowledge of the bodies coordinating activities in the humanitarian sector is desired.
Knowledge of the organization:
- Mastering the strategic axes of Action Against Hunger is an asset
- Knowing the procedures and rules of Action Against Hunger is an asset.
LANGUAGES :
- Fluent French
- English desirable
- Knowledge of three local languages is an asset (Hassanya, Soninké, Poular).
Information systems: Mastery of IT tools: the Office and Sphinx pack, knowledge of mobile data collection (Kobo, ODK, tec.).
Mobility (national/international): position based in Hodh Echargui with frequent trips to the field to the different Moughatas of project intervention and to Nouakchott.
Specificity of the position: The Medical Referent receives multiple requests. During peak periods a sustained pace of work is required.
Remuneration conditions:
We offer immediate incorporation into a dynamic, international organization including the following contractual conditions:
- Expatriate employment contract with UNAccompanied status.
- Duration: 12 months (with possibility of renewal)

- Contribution level: V4
- Salary between €35,791 – €45,000 gross per year depending on professional experience and responsibilities.
- This salary is divided into 12 payments and based on experience and background.
- Accommodation supported on the Mission by the organization (Guest house or Allowance for personal apartment)
- Transportation costs to the mission covered by the organization.
- One-week breaks with transport costs to the reference area every 3 months and an extra of €215 for the week.
- 25 working days of vacation per year with ticket paid for by the organization.
