Program Summary:
Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming through Project HOPE programs and local partnerships.
POSITION SUMMARY:
The Medical Team Lead is primarily responsible for the operation of the clinics and/or medical points under their supervision in the field. They will work in collaboration with the Health Technical Lead and Country Director and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Team Lead will make frequent visits to the field sites to ensure the highest standards of service delivery. They will ensure high-quality clinical services in all Project HOPE health delivery points. They will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed.
PRINCIPAL RESPONSIBILITIES

Monitoring and Program Quality:
- Work closely with the Technical Lead, Country Director, Senior Management and other departments to ensure smooth running of health programs and provide technical supervision of, and technical support to the organization’s health programming activities.
- Ensure activities are consistent with established best practices, acceptable international and national standards as well as ensure programs across different sites in the country are of comparable quality by encouraging transfer of good practices form one field site to another.
- Ensure health programs utilize minimum standards, standardized protocols, policies and guidelines according to Ministry of Health and WHO.
- Work closely with the technical lead, country director, senior management and field teams to determine the operational needs of the medical program within the scope of the grants.
- Oversee the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements.
- Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.
- Ensure all stakeholders, including senior management team, the Global Health Team and donors are provided with updates, following the established reporting structures.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Project HOPE and amongst beneficiaries served by Project HOPE.
- Adhere to Code of Conduct, maintain Humanitarian Principles and respect International Humanitarian Law at all times.
Coordination:
- Represent the organization at health coordination meetings as well as other meetings, which are relevant to country programs and enhance the organizations visibility.
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
- Work closely with the health program staff to ensure strong workplace relationships through supportive and respectful mentorship.
- Ensure program progress through communication with Technical Lead, Country Director, Senior Management Team, Global Health and Finance departments to ensure coordination of programs supplies are consistent with management of budgets, including budget forecasting, development of spending plans.
- Work closely with the Global Health Team to ensure up to date medical knowledge and skills are appropriately transferred to all field staff
- Assist in the selection and training of qualified program health staff.
- Maintain open lines of communications with all field staff.

MINIMUM QUALIFICATIONS:
- Minimum medical degree; preferably with a Master’s in Public Health.
- Minimum 5 years’ experience in a developing country or low-resource setting with an NGO at the Manager level or higher relating to primary health care; maternal and child health, reproductive health, communicable diseases or equivalent combination of education and experience.
- Ability to assume non-medical responsibilities from time to time to cover for other team members.
- Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).
- Must have previous experience with donors such as OFDA, ECHO, DFID, EC, UNHCR, UNFPA, UNICEF, etc.
- Must have excellent communications skills, both oral and written.
- Must have excellent self-motivation skills and be able to relate to and motivate staff effectively.
- Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
- Ability to exercise sound judgment and make decisions independently.
- Extremely flexible, and have the ability to cope with stressful situations, frustrations and work with limited resources.
- Proven capabilities in leadership, strong negotiation, interpersonal and organization skills required.

- While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.

Work environment:
- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Position will be in resource-deprived environment with austere living conditions.
