About the role
The post holder will work in TO-45 project as MEL technical lead for the consortium project. The MEL Coordinator will work with the staff of the consortium to deliver on the MEL requirements for the programme and ensure adherence to the programme’s MEL strategy. The post holder will coordinate the consortium through a MEL sub-committee meeting on weekly basis. Through the execution of core responsibilities, the post holder will contribute to implement data collection software (CommCare) at schools. The MEL Coordinator will work with consortium partners and strengthen data collection, management, data analysis, maintaining dashboard, improving the quality and timeliness of reporting and increasing the utilisation of monitoring data in decision making. The post holder is expected to travel to the field around 10 days in a month. Overall post holder will lead progress monitoring, outcome monitoring and lead impact and learning and evidence generation. The post holder will be responsible to CD but closely work with Global Meal Team.
Main Responsibilities
Lead in the new design and/or updating result framework of consortium (20%)
- Measure result framework on quarterly basis through outcome a nd output monitoring.
- Develop and roll out appropriate tools for monitoring to measure the result of outcome indicators.
- Lead dissemination of outcome monitoring findings and update result framework-based on outcome monitoring result.
Learning and Impact reporting (20%)
- Lead the development of products to share learning seasonally.
- Dissemination of products with OPD involvement.
- Lead 6 monthly TOC review and contribute to design changes
Coordinate study with consultant (25%)
- Engage in qualitative research and liaison with consultant.
- Coordinate PENDA for studies/research
- Organize MEL feedback system for project staff and consortium on quarterly basis
- Lead OPD assessment with engagement of consortium partners and finalize a well written report.
- Lead SLIP data collection in schools and do analysis, finalize report and disseminate data for better coordination with relevant government authorities of Bangladesh.
Reporting and coordination of MEL data (15%)
- Lead to organize MEL meetings involving all MEL staff in different project location and partners on weekly/monthly basis
- Report back to FMT for donor update
- Analyse data from MIS and report progress on quarterly basis.
- Capacity develops for MEL Officers in partner organization for monitoring and reporting Home based education and regular monitoring at schools.
Design and roll out tools (20%)
- Design, finalize, roll out below tools based on the feedback of consortium partners.
- Develop HBE MEL tools, teacher observation tool, school level data collection (attendance, exam results, retention etc), activity report includes after action reviews to capture learning and make recommendations, Lessons log.

Essential:
- Master’s degree in education/Anthropology/Development studies or any social science related field from a recognized university.
- Substantial experience in the capacity of monitoring and evaluation gained within the international development sector.
- Clear understanding of the international development not-for-profit sector.
- Working knowledge of producing analytical reports or communication materials for a wide range of audiences.
- Ability to facilitate group-training sessions and build capacity of consortium partners on MEL tools.
- A successful track record of working on different consortiums at country level
- Designing and implementing programme monitoring framework.
- Excellent communications skills in both Bangla and English
Desirable:
- Masters in the mentioned fields of study.
- Experience of working within a geographically disbursed team.
- Excellent IT skills
